The Regalian Law is a set of four distinct so called Law Books, which are: Imperial Law, Canon Law, State Law and Military Law. Not all laws are active at all times, and not all Law Books are equally relevant, or are equally enforced by the Regalian authorities. Laws sometimes also apply differently on a local level between the Noble lands as well as the Vassal Kingdoms. Generally speaking however, the Laws are roughly the same across the Empire, and are certainly valid to the letter in the Regalian Capital.
Regalian Law is a set of so called Law Books with a penal code designed to keep the Regalian public in line, both within the confines of a peaceful and stable society, but also for a clean and pious mind. These Laws don't always have a strict outcome punishment, and punishments may vary between Guard Charters and Organizations in Regalia. Generally speaking however, Capital Punishment is reserved only for Capital Crimes, and serious repeat offence of some of the more serious crimes as defined by the Law Books. Furthermore, most of these laws are changeable by the respective authorities. The Judicial Minister or whatever legal representative the Noble Assembly appoints to govern the laws of the land may freely alter the laws of the State. Synodical laws are reserved for the Synod only, and may be changed only by the Synod, though also don't have any civil prosecution status and usually relies on the inquisition to be enforced. Capital Law falls outside of the rights of the Judicial Minister or any such legal representative, these laws are only set by the Imperial Legate, which is an appendage of the Imperial Court of the Emperor. Finally City Council Ordinances are 'by-laws' passed by the Regalian City Council and its members to regulate the City of Regalia. They cannot illegalise activity, but can bar certain acts from happening in certain areas.


==Imperial Law==

Imperial Laws are laws that are always applicable, everywhere and to everyone. The exclusion to the Imperial Law, are those defined as Imperial Blood, which is a title bestowed only to the sons, daughters, brothers, sisters and parents of the Crown. Furthermore, these relations must be full blood and able to trace their lineage back to Theomar the First or Alexander the First to a high degree.
Imperial Laws are laws enforced onto the Empire by the Emperor or the Imperial Legate, purely because of their influence on the Judiciary and Empire at large. These laws can and will change frequently, and usually are put into effect without the intervention or involvement of any central state figure or legal authority. Imperial Laws usually only apply to organizations associated with the Imperial family, the Imperial Court and the Imperial Family members themselves.  


====Law One: Holy Touch====
===Imperial Guard Law===
It is forbidden for anyone to physically touch the Crown on any part of the body through any medium or with any protection. To lay hands on the Crown’s body is paramount to heresy, and will result in removal of the offending body parts. The Crown is the pure vessel of the Spirit and must not be soiled by the touch of mortals on the Great Way.  
# The Imperial Guard cannot be commanded by any force or organization in the city of Regalia.
# Imperial Guards are permitted to assist law enforcement in their endeavors of any organization.
# House Kade is permitted to inflict bodily punishment on guards for violating the Imperial Guard Rules.
# The Imperial Guard obey only to the commands of Kade House members, and their Commanders. No outsiders may command Imperials.
# Imperial Guard may wear weapons of any kind and armor of any kind in any public or private setting.
# Imperial Guard movement may not be impeded upon. They may enter any area as long as they have an Imperial edict to back their action.


====Law Two: Holy Say====
===Imperial Prince Law===
It is forbidden for anyone to disobey a command or contradict the Crown when it is directly issued, unless the Crown commands or permits to do so. The Crown is always right when speaking on any matter, and unless the Crown indicates that their statement is not in known truth, then their statements are universally true as blessed by the Spirit. A command directly issued by the Crown must never be denied, nor must anyone issued a command by the Crown be obstructed from succeeding in said mission, to do so is heresy.
# Imperial Princes may not be physically touched without invitation or direct consent.  
# Imperial Princes may not be arrested, only put under house arrest in comfortable quarters.


====Law Three: Holy See====
==State Law==
It is forbidden for anyone to look directly in the eyes of the Crown unless commanded to do so by the Crown. To look in the eyes of the most Holy is to presume equal standing to the Crown and the Spirit, which is heresy.  
State Law covers all lands which are considered directly controlled by the Empire, meaning all lands which are not vassal states. Many of the laws however also apply to the Vassal states though can have local moderation and alterations. State Laws can be freely changed by the Undercrown and Emperor. State Laws usually don't lead to Inquisitions or Heresy trials, they simply fall under Civilian Prosecution and as such are merely dealt with as Civilian matters. Punishments can simply be handed out by Regalian Guard Charters, or by the Civilian Courts should such a matter come before the Land’s Justice.

While employed at the Palace, it is forbidden for any present to speak of the Crown’s actions, either by informing others of their occurrence, or spending more than passing thought on them. Furthermore, it is forbidden to inform outsiders of the ongoings of the Palace or the Crown’s personal activities and statements and appearances.  
# Wearing a weapon in public without express permission to do so is illegal.
# To hide one’s identity, or to impersonate another person, is illegal.
# To harm in self defence is only legal when under self-risk of bodily harm.
# To harm another citizen or non-citizen Regalian resident, is illegal.
# To deprive another Regalian Citizen of their freedom, is illegal.
# To express or support Jacobinist views or goals, is illegal.
# To be non Unionist and hold public office in the State, is illegal.
# To act with intention to conspire against the State, is illegal.
# To enslave outside of the confines of Saffran Law, is illegal.
# To harm one’s self in any mortal way or intention, is illegal.
# To indecently disrobe another person in public, is illegal.
# To expose private parts of intimate body parts in public, is illegal.
# To engage in child birth in public or other such non medical places, is illegal.
# To moor an airship within the Crown Isle city limits, without government approval, is illegal.
# To bear false witness or lie to an on duty Regalian Law Enforcer when the lie has been proven, is illegal.
# To falsify or otherwise forge your own death or the death of another, is illegal.

===Regalian Property Law===
It is forbidden to either deface, defame, criticize, nullify, deject, dishonor, destroy, reject, diminish or otherwise cast negative effects or intent on the Crown’s reputation, images of the Crown, or the Crown themselves, or the Imperial Spirit. Doing so is paramount heresy and punishable by execution for the greatest treason of all.  
# To trespass on private property of a Regalian Citizen, is illegal.
# To drunkenly and disorderly disrupt the public peace, is illegal.
# To steal or damage belongings of other Regalians, is illegal.
# To rob or mug a Regalian Resident in the State, is illegal.
# To harm or damage a slave property of another, is illegal.
# To endeavor to create or possess false currency, is illegal.
# To renounce a Lifeguard oath without permission, is illegal.
# To force or otherwise falsify State or Family records, is illegal.
# To possess items deemed illegal or contraband in the State, is illegal.
# To harm or kill the animals or livestock of another, save for certain self defense scenarios, is illegal.


====Law Six: Holy Family====
===Regalian Marriage Law===
It is forbidden to either deface, defame, criticize, nulligy, deject, dihonor, destroy, reject, diminish or otherwise cast negative effect or intent on the Crown’s close blood relations, images of these individuals, or the individuals themselves. Doing so makes one liable for severe imprisonment.
# To engage in fornication before marriage or Judicial consent, is illegal.
# To engage in adultery without the Judicial consent forms, or without Synod approval in the case of same sex adulterers, is illegal.
# To neglect, ignore, or fail to provide for a married spouse, is illegal.
# To neglect, ignore or fail to provide for a sired offspring, is illegal.
# Marriage in the Regalian State is only legal between two Unionists.
# Marriage is legal between a male and a female Unionist, with consent.
# Marriage is legal between two Unionists of the same gender, provided the Synod have given their approval.
# Upon death, unless inheritance bequeathed, possessions pass to next of kin.
# To marry or engage in 1st degree incestuous relations within a family, is illegal.
# To attempt to produce a miscarriage is illegal in any way or form or shape.
# To conspire or engage in marriage under duress of any thread, is illegal.
# Marriage is however only legal for races which are part of the First Civil Status.


====Law Seven: Holy Verdict====
===Regalian Civil Status===
The Crown attests to three Verdict manners, Holy Assent, meaning indisputable. Holy Assent decrees or implementations may not be contested or disputed by the people. Secondly, Holy Intent, meaning clear interpretation. Holy Intent allows the people some free range of implementation of Imperial decrees or implementations, as long as the underlying intent provided by the Crown is protected. Finally there exists Holy Invest, meaning the free range of interpretation and action. Holy Invest decrees or implementations are not divine verdicts or laws, and may as such be freely ignored, re-interpreted or modified.  
# Ailor, Sihai(Ch'Ien-Ji), Dwarf, Qadir, Url, Allar, Orc, Varran, Songaskia any Nelfin except Kathar are considered First Civil Status Races.
# Yanar are considered Protected Civil Status. Yanar may as such not marry with First Civil Status, but may marry each other and are protected by Regalian Laws.
# Slizzar, Maraya, Kathar are None Civil Status, thus they are not permitted to defend themselves in Court or marry with First Civil Status individuals. They will however still be protected from physical harm or brutalizing in public.
# Any individual who is not First Civil Status may be voted to gain such a status by the Regalian Assembly where the consensus is Quarter votes +1 in favor, as long as Quarter votes +1 against is not met.
# Most Half-Races are considered First Civil Status Races as long as both parents are First Civil Status. If they have only one First Civil Status parent, they shall become Protected Civil Status. If they have no First Civil Status parents, they shall be None Civil Status.

Canon Law is a set of Laws defined by the Sanchella of Union as church laws. However, since the church has no formal authority over the Empire or individual states, the Emperor chooses to only legalize a select few, or none at all. The individual status of Canon Law is referenced in the law descriptions themselves.
# To subject to afflictions of the body such as Vampirism, is illegal.
# To subject to aberration such as learning Magic or Undeadism, is illegal.
# To subject to vileness such as Demonism & Possession, is illegal.
# To convert away from Unionism, is illegal.
# To cause harm or spill blood in the Holy Ground of Union, is illegal.
# To cause insult or harmful word in the Holy Ground of Union, is illegal.
# To seize upon another person in the sanctity of a Temple of Union, is illegal.
# To fornicate or copulate in the confines of Holy Ground of Union, is illegal.
# To blaspheme against the Regalian Unionist faith & Spirit, is illegal.


===Law One: Church Marriage===

Church Marriage within the tradition of Unionism is between a single man and a woman, to profess loyalty, devotion and to further the cause of Humanum by providing for the birth of more souls, and to carry the vessels of redemption for the lesser beings. This law is currently ''Active''
# Any person calling a woman a harlot, without proof, is fined 30 Regals.
# Any person calling a man a coward, without proof, is fined 20 Regals.
# Any person insulting the sanctity of a Reverend, is fined 20 Regals.
# Any person offending the right of Nobility or Nobles, is fined 40 Regals.
# Any person who commits to a false oath and violates it, is fined 100 Regals.


===Regalian Noble Law===
# To actively disrupt or compromise a public Ministerial or Government assembly after warnings, is illegal.
# To deprive another Noble of a Government Assembly vote in any way, is illegal.
# To falsify Noble seals & stamps of other Noble Houses, is illegal.
# When guilty of damage, both a Family House & Offender must compensate.
# Every Noble shall exercise their Government Assembly power with Title weighted votes.
# Every Titled Noble shall endeavor to part-take in the Assembly, or send representation.
# Every Assembly proposal shall be approved by half plus one consensus.
# Every Assembly shall only be called between days Friday and Sunday.


==Synod Law==
Synod Laws are religious laws that do not specifically have punishments associated with them, as the Synod does not formally have law giving or law executing powers. That being said, punishment trials or judgement trials made by the Synod allow for a person to be expelled from the Unionist Faith, or for a person to be branded as traitor. Furthermore, the Divine Militia which is an organization under the Synod may enforce SOME of these laws.
# To the Unionist Synod, a marriage is between a Unionist Man and a Unionist Woman, where race allows such definitions. The State may not infringe on the right of the Synod to refuse marriage to any other combinations.
# The Synod may choose to make exception to its own Marriage Law based on special circumstances, as voted on by the Synod majority and approved by the High Reverend and where applicable.
# To the Unionist Synod, forceful ravaging of the unwilling is a sin which may be prosecuted by the Divine Militia by branding of the rapist brand, as well as public whipping and the walk of shame after interrogation.
# To the Unionist Synod, conversion away from Unionism to another faith is a sin which may be prosecuted by the Divine Militia by forceful re-conversion.
# To the Unionist Synod, refusing to convert back to Unionism after falling from the faith, and showing no remorse, may be prosecuted by the Divine Militia with extreme violence.
# To the Unionist Synod, worshiping a protected Faith in public or outside of so called defined locations is sin, and may be prosecuted by the Divine Militia with corporal punishment.
# To the Unionist Synod, spreading a protected Faith anywhere is sin, and may be prosecuted by the Divine Militia with the severest of physical punishment short of execution.
# To the Unionist Synod, pure heresy, of which any faith is not part of the Protected Faiths, is pure heresy, and must be combated by the Divine Militia with blood and sword.
# The Unionist Synod sees the following Faiths as Protected Faiths: The Faith of Estel, Old Gods, The Faith of Baskarr, Dwarven Dogma, The Allar Philosophy, the Qadir Life Views as well as the Oldt Fayth religion.
# To the Unionist Synod, Magic and other Aberrants not otherwise defined as acceptable by the Regalian State are sin, and may be prosecuted by the Divine Militia for categorization, labeling, and crowd-control.


==Capital Law==
Capital Law are the worst committed crimes in the State of Regalia which default to execution. Any and all Capital Law are based on first offence, unless specified otherwise, and if adequate proof is found of the crime, the guilty party is immediately executed.
# To violate the Sanctity of any woman, or to seize upon a woman through fornication without consent, and with adequate presented proof, is punished with burning at the stake.
# To violate the safety of the Regalian State, and to harbor intentions to seize with armed forces the civil government, and with adequate presented proof, is punished by quartering.
# To commit to the murder of five individuals or more, and to harbor no guilt or conscience to these crimes, and with adequate presented proof, is punished with burning at the stake.
# To commit to the murder of three individuals or more of ages below adulthood, and to harbor no guilt or conscience to these crimes, and with adequate presented proof, is punished with burning at the stake.
# To commit to convert away from the Unionist Fate, and to resist attempts of corrective conversion, and to show no remorse of this religious crime, and with adequate presented proof, is punished with burning at the stake.
# To commit to Jacobin ideals, to attempt to subvert the rights of Nobility by overthrowing, and with adequate presented proof, is punished by live flaying until death.
# To commit treason against the Regalian State by assisting foreign nations or granting knowledge or assets of the Regalian Empire to other nations, and with adequate presented proof, is punished with whipping until death.


==Special Ordinances==
Special Ordinances are laws adopted in the past by Emperors that fulfill certain roles. These laws are not part of common state law, because they only address one specific point in society, but are still valid across the Empire.

==Noble Assembly Ordinances==
Noble Assembly Ordinances are larger laws produced by the Noble Assembly by majority vote. These laws differ from State Law in the sense that they are not strictly laws, more like accepted running apparatuses of governance that dictate how the government functions and how the government interacts with the rest of the Empire.
# The Vultarin Hegemony leader, the Iron Duke, may veto any military deployment both in favor or against that is voted on by the Assembly to any state with which the Regalian Empire is at war.


 
==City Council Ordinances==
===Regalian Weapon Law===
City Council Ordinances are minor laws or 'by-laws' that are passed by the Regalian City Council by majority vote. These laws differ from State Law in the sense that they only cover the City of Regalia and only may only regulate and administrate activity, workflow and behavior in certain areas of the city. These by-laws may not be repugnant to existing State or Holy Law. In essence, this means that the City Council cannot make assault or murder legal, but could introduce a by-law that makes harlotry in the Prison District disallowed. City Council Ordinances may also be overturned by majority vote of the Government Assembly.
Anyone who finds themselves being a person within the Regalian Empire is not permitted to wear a weapon in plain sight on them except when they are a member of a Titled Noble family or a member of a Charter Organisation. Bodyguards are not exceptions. Full plate armor may only be worn by Charter Organization members, medium and lighter armor sets may be worn by anyone.
# Merchants who publicly and actively vend their goods and/or services on Main Street for a documented minimum of one hour per week shall receive personal financial compensation from the City Council.
 
===Regalian Life Defense Law===
Within the Realm of Regalia, the legal defense of “Self Defense” is not legal. Self Defense is only applicable when the self becomes subject to risk of bodily harm or dismemberment through violence. Self defense may only apply by non lethal and non harmful means, that is to say, when defending one’s self, one does not have the right to kill or maim one’s attacker. One may only use a weapon in Self Defense with the intent to incapacitate or restrain an attacker. Self defense is never applicable to verbal threats or unarmed conflict.
 
===Regalian Identity Law===
Any person within the Regalian Archipelago shall endeavor not to impersonate the identity of another person, especially the divine right of Nobility. Any commoner caught impersonating a Noble, either by claiming a false title or false pretense of being noble is subject to criminal prosecution. No person within the Regalian Empire shall endeavor to conceal their true identity by obstructing their face from Law enforcement’s view.
 
===Regalian Demonic Law===
Anyone who finds themselves within the Regalian Empire may not under any circumstance be infected with the Sanguine Curse, be undead, be demonically possessed or otherwise a mage or magically affected without express consent of the Azure Order or relevant Empire Authorities.
 
===Regalian Contraband Law===
Some items as defined by the Imperial Court, Bureaucracy or Police authorities are banned for consumption, use or possession by the State. The act of producing or smuggling such items into Regalia is strictly illegal by Imperial Law for the protection of the citizens.
 
===Worship Laws===
Any person within the boundaries of the Regalian Empire shall not worship or otherwise glorify or otherwise speak well of other religions, deities and worship systems. The only full religious freedom is extended to Unionists.
====Canon Law application====
This law now applies to Canon law as well, meaning imprisonment and inquisition will be the consequence of speaking well of other religions.
 
===Honorary Family Law===
Any person who finds himself part of a family with either living or deceased ancestors shall not defame, discredit or otherwise embarrass their elders towards others, be it neighbors or strangers in the street. A parent’s authority over their child (any individual below the age of 15) is absolute. This law's privilege may not conflict with the Sanctity of Life Law. While parents have some authority over physical discipline applied to their children, undue violence on children is illegal. Parents both have equal rights to parentage of the child and the courts will decide in favor of the wealthiest parent for guardianship.
 
===Sanctity of Life Law===
Any person within the boundaries of the Regalian Empire shall not kill or maim any other person within the boundaries of the Regalian Empire, be it foreigner, non-Human or Human. Any person within the boundaries of the Regalian Empire shall also endeavor not to prevent the birth or conception of a child, with the exception of a child born between a Human and a non-Human.
====Canon Law application====
This law now applies to Canon law as well, meaning violations of the Sanctity of Human Life will result in inquisitions. Furthermore, public acts of same-sex intimacy are illegal, and same-sex relations without legally recognized offspring for the continuation of the momentum of Humanum will result in imprisonment or flogging.
 
===Sanctity of Vow Law===
Any person within the boundaries of the Regalian Empire who finds himself in a marital contract as blessed by the Sanchella of Union, shall not commit adultery without the permission of the married spouse. Additionally any person within the boundaries of the Regalian Empire who finds himself in a marital contract as blessed by the Sanchella of Union, shall not commit adultery with another person who is in a marital contract as blessed by the Sanchella of Union under any circumstance.
====Canon Law application====
This law now applies to Canon law as well, meaning adultery is illegal in any and all cases, even if the spouses have made a written agreement. In case of a trial, the sufferer will be judged for allowing the moral corruption of a fellow citizen, while the adulterer will be punished by the walks of shame and beating.
 
===Expanded Vow Law===
Any person within the boundaries of the Regalian Empire who finds himself in a marital contract as blessed by the Sanchella of Union must provide and care for their spouse, both financially and emotionally. Neglect of a married spouse or inability to provide for a spouse is a criminal offense within the boundaries of the Regalian Empire. Additionally, being unable to provide offspring to a spouse is liable to criminal prosecution.
 
===Offspring Vow Law===
Any  person within the boundaries of the Regalian Empire who finds themselves siring or giving birth to a child out of wedlock must upon the birth of the child be married to the father or mother of the child. If both partners are already married, the state will take custody of the child and place it either in an orphanage or in case of nobility, pass the child as a ward to another family. The state will also prosecute both parties for violation of the Vow Laws to the fullest extent.
 
===Property Law===
Any person within the boundaries of the Regalian Empire shall not misappropriate or otherwise dishonestly seize property or items belonging to any other person without express written permission or overriding laws and authorities of city level or Empire level.
 
===Freedom Law===
Any person within the boundaries of the Regalian Empire shall not seize or detain any other individual be it foreign or national, non-Human or Human, against their will, either conscious or unconscious. Exceptions are made for citizen’s arrests and authorities with overruling rights and authority.
 
===Public Safety Law===
Any person within the boundaries of any urban area within the Regalian Empire shall endeavor to behave cordially and properly in public. Drunken disorderly behavior, unwanted erotic behavior, inciting of violence and otherwise causing a public disturbance or vandalism is not allowed and liable to criminal prosecution.
 
===Home Safety Law===
Any person within the boundaries of the Regalian Empire shall not unlawfully enter the residence or property owned by another person without the vocal or written consent. The entire sewers are off-limits for any person within the Regalian Empire, this additionally extends to various public buildings such as the Imperial Palace.
====Canon Law Application====
This law now applies to Canon law as well, meaning the Home Safety Law extends to the religious institution buildings. This Law dictates that while within the confines of a religious institution, wanted criminals and convicts may not be arrested or removed from the religious building while they engage in prayer and fasting within the confines of the religious building unless the Divine Regent issues a writ.
 
===Equality Rights Law===
Any person within the Regalian Empire who finds themselves being a Regalian Citizen and a Human has the right to equality before the law and prohibition of discrimination on base of physical appearances, residence and social ranks. This law is negated by the Divine Right Law.
 
===Divine Right Law===
Any person within the Regalian Empire who finds themselves being a Regalian Citizen and both a Human and of Noble Blood with direct family ties to at least one member who is titled Duke and above has the right to be elevated above the common folk, the right to fair trial and lawful representation, the right to preferential treatment in criminal persecution and the right to dictate house arrest for other members of the family as long as family authority extends itself. Nobles from families with titles of and above Duchies must always be treated with respect and carefully escorted to prison without raising too much commotion and without restraints or shackles unless the situation demands it.
 
===Imperial Face Law===
Any person within the Regalian Empire may never under any circumstances speak ill of the Emperor, his direct relatives and the Imperial administration for any reason. Any person may never assign fault, wrongdoing or critical opinions and traits to any individual defined within the group before mentioned. To understand where and how the Imperial Family extends: The Imperial Family confers to both the Emperor as well as his children, his brothers and sisters, and his brothers’ children unless an act of inheritance-non-functa has been signed by the individual Princes.
 
===Anti Jacobinism Law===
Any person within the Regalian Empire, regardless of political stature shall endeavor not to express any Jacobinism views, support any whole or partial Jacobinism views, or in any way publicly denounce the rights of aristocracy or otherwise attempt to upset the structure of authority and royal prerogative in the Empire.
====Canon Law application====
Any criticism of Nobility by non-Noble Peers below the rank of Baron is illegal by Canon Law, as affront to the institution of Nobility, is a port-insult against the divine right granted by the Emperor. Verbal assaults on Nobility by non-Nobility are counted as heresy charged against the Emperor’s divine will and will face the full extents of the inquisition. This law does not apply to families of titled peerage with titles Count and above.
 
===Sanctity of State Law===
Any person within the Regalian Empire shall endeavor not to cast magic illegally, conspire against the state, teach or otherwise educate any individual in anti establishmentarian views, magical skills that are not on the allowed list or otherwise Void and Demonic involved matters or beliefs.  
 
==State Weapon Law==
State Weapon Law is the law that covers the usage of weapons and carrying thereof within the states of the Regalian Empire. There are three distinct categories: Full prohibition, Concealed Carry and Open Carry. These three categories all have their own individual applications. There exists a final exception clause called the Imperial Prerogative. The Weapons Law also applies to armor, but there are no exceptions to Armor usage in Regalia. The heaviest armor that may be worn in public is so called “Half plate” which by definition limits the wearer to simply an upper torso chest plate, two forearm bracers, a waist skirt and lower leg bracers. Heavy armor or full plate armors are not permitted. Leather armor and most varieties of chainmail are permitted to any degree as long as the neck and head are adequately uncovered and the hands are free of motion. This armor law applies to all the main categories with the exception of Imperial Prerogative.
====Full prohibition====
Full prohibition applies to anyone who is not allowed to wear any weapons on them without exception. Full prohibition is applied to all citizens who have been to prison for any charged repeat-offence of violence in any degree. This applies even to Nobility, but has to be individually issued by the High Constable to be valid in paper.
====Concealed Carry====
Concealed Carry is the most applicable category for Weapon Law. This applies to anyone of or above the age of 15, being allowed to carry a weapon, purely concealed beneath cloth or in containers, no longer than twelve inches. Most Regalian forges sell so called Rechthelm Swords which are of this adequate restriction.
====Open Carry====
Open Carry is an applicable category for Weapon Law which allows the full open bearing of weapons which are not military-grade weapons. The Open Carry is a granted right to either man or woman that is a legal adult and of Humanum Race and either a title holder of Duke and above, or a direct sibling of any such individual. Further limitations in place are that the weapon may not be longer than forty inches, while staves are permitted the length of the bearer as long as no unreasonable sharpened ends or metal additions are added to resemble a spear or likewise weapon. The weapons must be properly secured and if stolen, the owner will be held responsible for military neglect. While Open Carry is natively a right of title peerage of Duke and above and their direct siblings, the right is also granted to the following groups:
* Any member of the Bluesteel Order.
* Any member of the City Council.
* Any member who is identified as an Imperial Advisor.
 
Furthermore, the Open Carry right can be granted to any citizen who does not fulfill the criteria above by applying for a Weapons Permit from the Bluesteel Order. These permits have to be sent to the High Constable or the Commanders of the individual Chapters. Any of these individuals may grant a Weapons Permit which grants Open Carry right as long as the document is valid, though the document must be extended every six months after granting.
====Imperial Prerogative====
Imperial Prerogative is a last category that is not formally recognized in the law system because it applies to only a select few individuals. The Imperial Prerogative category dictates that the person who fulfills the criteria has in fact no limitations on weapon bearing in public, meaning they are even permitted to wear military grade armor and weapons. This right is only directly granted by the Emperor onto individuals for life, but it is also held by various institutions:
* The Imperial Guard have Imperial Prerogative.
* All direct male blood relations of the Emperor have Imperial Prerogative.
* The High Constable has Imperial Prerogative.

Regalian Law is a set of so called Law Books with a penal code designed to keep the Regalian public in line, both within the confines of a peaceful and stable society, but also for a clean and pious mind. These Laws don't always have a strict outcome punishment, and punishments may vary between Guard Charters and Organizations in Regalia. Generally speaking however, Capital Punishment is reserved only for Capital Crimes, and serious repeat offence of some of the more serious crimes as defined by the Law Books. Furthermore, most of these laws are changeable by the respective authorities. The Judicial Minister or whatever legal representative the Noble Assembly appoints to govern the laws of the land may freely alter the laws of the State. Synodical laws are reserved for the Synod only, and may be changed only by the Synod, though also don't have any civil prosecution status and usually relies on the inquisition to be enforced. Capital Law falls outside of the rights of the Judicial Minister or any such legal representative, these laws are only set by the Imperial Legate, which is an appendage of the Imperial Court of the Emperor. Finally City Council Ordinances are 'by-laws' passed by the Regalian City Council and its members to regulate the City of Regalia. They cannot illegalise activity, but can bar certain acts from happening in certain areas.

Imperial Law

Imperial Laws are laws enforced onto the Empire by the Emperor or the Imperial Legate, purely because of their influence on the Judiciary and Empire at large. These laws can and will change frequently, and usually are put into effect without the intervention or involvement of any central state figure or legal authority. Imperial Laws usually only apply to organizations associated with the Imperial family, the Imperial Court and the Imperial Family members themselves.

Imperial Guard Law

  1. The Imperial Guard cannot be commanded by any force or organization in the city of Regalia.
  2. Imperial Guards are permitted to assist law enforcement in their endeavors of any organization.
  3. House Kade is permitted to inflict bodily punishment on guards for violating the Imperial Guard Rules.
  4. The Imperial Guard obey only to the commands of Kade House members, and their Commanders. No outsiders may command Imperials.
  5. Imperial Guard may wear weapons of any kind and armor of any kind in any public or private setting.
  6. Imperial Guard movement may not be impeded upon. They may enter any area as long as they have an Imperial edict to back their action.

Imperial Prince Law

  1. Imperial Princes may not be physically touched without invitation or direct consent.
  2. Imperial Princes may not be arrested, only put under house arrest in comfortable quarters.

State Law

State Law covers all lands which are considered directly controlled by the Empire, meaning all lands which are not vassal states. Many of the laws however also apply to the Vassal states though can have local moderation and alterations. State Laws can be freely changed by the Undercrown and Emperor. State Laws usually don't lead to Inquisitions or Heresy trials, they simply fall under Civilian Prosecution and as such are merely dealt with as Civilian matters. Punishments can simply be handed out by Regalian Guard Charters, or by the Civilian Courts should such a matter come before the Land’s Justice.

Regalian Common Law

  1. Wearing a weapon in public without express permission to do so is illegal.
  2. To hide one’s identity, or to impersonate another person, is illegal.
  3. To harm in self defence is only legal when under self-risk of bodily harm.
  4. To harm another citizen or non-citizen Regalian resident, is illegal.
  5. To deprive another Regalian Citizen of their freedom, is illegal.
  6. To express or support Jacobinist views or goals, is illegal.
  7. To be non Unionist and hold public office in the State, is illegal.
  8. To act with intention to conspire against the State, is illegal.
  9. To enslave outside of the confines of Saffran Law, is illegal.
  10. To harm one’s self in any mortal way or intention, is illegal.
  11. To indecently disrobe another person in public, is illegal.
  12. To expose private parts of intimate body parts in public, is illegal.
  13. To engage in child birth in public or other such non medical places, is illegal.
  14. To moor an airship within the Crown Isle city limits, without government approval, is illegal.
  15. To bear false witness or lie to an on duty Regalian Law Enforcer when the lie has been proven, is illegal.
  16. To falsify or otherwise forge your own death or the death of another, is illegal.

Regalian Property Law

  1. To trespass on private property of a Regalian Citizen, is illegal.
  2. To drunkenly and disorderly disrupt the public peace, is illegal.
  3. To steal or damage belongings of other Regalians, is illegal.
  4. To rob or mug a Regalian Resident in the State, is illegal.
  5. To harm or damage a slave property of another, is illegal.
  6. To endeavor to create or possess false currency, is illegal.
  7. To renounce a Lifeguard oath without permission, is illegal.
  8. To force or otherwise falsify State or Family records, is illegal.
  9. To possess items deemed illegal or contraband in the State, is illegal.
  10. To harm or kill the animals or livestock of another, save for certain self defense scenarios, is illegal.

Regalian Marriage Law

  1. To engage in fornication before marriage or Judicial consent, is illegal.
  2. To engage in adultery without the Judicial consent forms, or without Synod approval in the case of same sex adulterers, is illegal.
  3. To neglect, ignore, or fail to provide for a married spouse, is illegal.
  4. To neglect, ignore or fail to provide for a sired offspring, is illegal.
  5. Marriage in the Regalian State is only legal between two Unionists.
  6. Marriage is legal between a male and a female Unionist, with consent.
  7. Marriage is legal between two Unionists of the same gender, provided the Synod have given their approval.
  8. Upon death, unless inheritance bequeathed, possessions pass to next of kin.
  9. To marry or engage in 1st degree incestuous relations within a family, is illegal.
  10. To attempt to produce a miscarriage is illegal in any way or form or shape.
  11. To conspire or engage in marriage under duress of any thread, is illegal.
  12. Marriage is however only legal for races which are part of the First Civil Status.

Regalian Civil Status

  1. Ailor, Sihai(Ch'Ien-Ji), Dwarf, Qadir, Url, Allar, Orc, Varran, Songaskia any Nelfin except Kathar are considered First Civil Status Races.
  2. Yanar are considered Protected Civil Status. Yanar may as such not marry with First Civil Status, but may marry each other and are protected by Regalian Laws.
  3. Slizzar, Maraya, Kathar are None Civil Status, thus they are not permitted to defend themselves in Court or marry with First Civil Status individuals. They will however still be protected from physical harm or brutalizing in public.
  4. Any individual who is not First Civil Status may be voted to gain such a status by the Regalian Assembly where the consensus is Quarter votes +1 in favor, as long as Quarter votes +1 against is not met.
  5. Most Half-Races are considered First Civil Status Races as long as both parents are First Civil Status. If they have only one First Civil Status parent, they shall become Protected Civil Status. If they have no First Civil Status parents, they shall be None Civil Status.

Regalian Holy Law

  1. To subject to afflictions of the body such as Vampirism, is illegal.
  2. To subject to aberration such as learning Magic or Undeadism, is illegal.
  3. To subject to vileness such as Demonism & Possession, is illegal.
  4. To convert away from Unionism, is illegal.
  5. To cause harm or spill blood in the Holy Ground of Union, is illegal.
  6. To cause insult or harmful word in the Holy Ground of Union, is illegal.
  7. To seize upon another person in the sanctity of a Temple of Union, is illegal.
  8. To fornicate or copulate in the confines of Holy Ground of Union, is illegal.
  9. To blaspheme against the Regalian Unionist faith & Spirit, is illegal.

Regalian Insult Law

  1. Any person calling a woman a harlot, without proof, is fined 30 Regals.
  2. Any person calling a man a coward, without proof, is fined 20 Regals.
  3. Any person insulting the sanctity of a Reverend, is fined 20 Regals.
  4. Any person offending the right of Nobility or Nobles, is fined 40 Regals.
  5. Any person who commits to a false oath and violates it, is fined 100 Regals.

Regalian Noble Law

  1. To actively disrupt or compromise a public Ministerial or Government assembly after warnings, is illegal.
  2. To deprive another Noble of a Government Assembly vote in any way, is illegal.
  3. To falsify Noble seals & stamps of other Noble Houses, is illegal.
  4. When guilty of damage, both a Family House & Offender must compensate.
  5. Every Noble shall exercise their Government Assembly power with Title weighted votes.
  6. Every Titled Noble shall endeavor to part-take in the Assembly, or send representation.
  7. Every Assembly proposal shall be approved by half plus one consensus.
  8. Every Assembly shall only be called between days Friday and Sunday.

Synod Law

Synod Laws are religious laws that do not specifically have punishments associated with them, as the Synod does not formally have law giving or law executing powers. That being said, punishment trials or judgement trials made by the Synod allow for a person to be expelled from the Unionist Faith, or for a person to be branded as traitor. Furthermore, the Divine Militia which is an organization under the Synod may enforce SOME of these laws.

  1. To the Unionist Synod, a marriage is between a Unionist Man and a Unionist Woman, where race allows such definitions. The State may not infringe on the right of the Synod to refuse marriage to any other combinations.
  2. The Synod may choose to make exception to its own Marriage Law based on special circumstances, as voted on by the Synod majority and approved by the High Reverend and where applicable.
  3. To the Unionist Synod, forceful ravaging of the unwilling is a sin which may be prosecuted by the Divine Militia by branding of the rapist brand, as well as public whipping and the walk of shame after interrogation.
  4. To the Unionist Synod, conversion away from Unionism to another faith is a sin which may be prosecuted by the Divine Militia by forceful re-conversion.
  5. To the Unionist Synod, refusing to convert back to Unionism after falling from the faith, and showing no remorse, may be prosecuted by the Divine Militia with extreme violence.
  6. To the Unionist Synod, worshiping a protected Faith in public or outside of so called defined locations is sin, and may be prosecuted by the Divine Militia with corporal punishment.
  7. To the Unionist Synod, spreading a protected Faith anywhere is sin, and may be prosecuted by the Divine Militia with the severest of physical punishment short of execution.
  8. To the Unionist Synod, pure heresy, of which any faith is not part of the Protected Faiths, is pure heresy, and must be combated by the Divine Militia with blood and sword.
  9. The Unionist Synod sees the following Faiths as Protected Faiths: The Faith of Estel, Old Gods, The Faith of Baskarr, Dwarven Dogma, The Allar Philosophy, the Qadir Life Views as well as the Oldt Fayth religion.
  10. To the Unionist Synod, Magic and other Aberrants not otherwise defined as acceptable by the Regalian State are sin, and may be prosecuted by the Divine Militia for categorization, labeling, and crowd-control.

Capital Law

Capital Law are the worst committed crimes in the State of Regalia which default to execution. Any and all Capital Law are based on first offence, unless specified otherwise, and if adequate proof is found of the crime, the guilty party is immediately executed.

  1. To violate the Sanctity of any woman, or to seize upon a woman through fornication without consent, and with adequate presented proof, is punished with burning at the stake.
  2. To violate the safety of the Regalian State, and to harbor intentions to seize with armed forces the civil government, and with adequate presented proof, is punished by quartering.
  3. To commit to the murder of five individuals or more, and to harbor no guilt or conscience to these crimes, and with adequate presented proof, is punished with burning at the stake.
  4. To commit to the murder of three individuals or more of ages below adulthood, and to harbor no guilt or conscience to these crimes, and with adequate presented proof, is punished with burning at the stake.
  5. To commit to convert away from the Unionist Fate, and to resist attempts of corrective conversion, and to show no remorse of this religious crime, and with adequate presented proof, is punished with burning at the stake.
  6. To commit to Jacobin ideals, to attempt to subvert the rights of Nobility by overthrowing, and with adequate presented proof, is punished by live flaying until death.
  7. To commit treason against the Regalian State by assisting foreign nations or granting knowledge or assets of the Regalian Empire to other nations, and with adequate presented proof, is punished with whipping until death.

Special Ordinances

Special Ordinances are laws adopted in the past by Emperors that fulfill certain roles. These laws are not part of common state law, because they only address one specific point in society, but are still valid across the Empire.

Noble Assembly Ordinances

Noble Assembly Ordinances are larger laws produced by the Noble Assembly by majority vote. These laws differ from State Law in the sense that they are not strictly laws, more like accepted running apparatuses of governance that dictate how the government functions and how the government interacts with the rest of the Empire.

  1. The Vultarin Hegemony leader, the Iron Duke, may veto any military deployment both in favor or against that is voted on by the Assembly to any state with which the Regalian Empire is at war.

City Council Ordinances

City Council Ordinances are minor laws or 'by-laws' that are passed by the Regalian City Council by majority vote. These laws differ from State Law in the sense that they only cover the City of Regalia and only may only regulate and administrate activity, workflow and behavior in certain areas of the city. These by-laws may not be repugnant to existing State or Holy Law. In essence, this means that the City Council cannot make assault or murder legal, but could introduce a by-law that makes harlotry in the Prison District disallowed. City Council Ordinances may also be overturned by majority vote of the Government Assembly.

  1. Merchants who publicly and actively vend their goods and/or services on Main Street for a documented minimum of one hour per week shall receive personal financial compensation from the City Council.
