The Regalian Assembly is the legislative body of the Regalian Empire, able to affect public policy by voting on proposals. While the Emperor and Regent could pass legislation on their own, they often use the Assembly to gauge public perception on proposed policy changes, utilizing the various backgrounds of the delegates to create consensus. Ultimately the Regalian Empire is an absolute monarchy, but allows for the voices of its subjects to be heard. This page contains a reference to Assembly Event functions when hosted on the server.

The Delegates

The Assembly is broken up into three Estates, which make up the three social classes within the Regalian Empire:

  • Nobility are the landed gentry who act as the regional governors of the Empire's provinces. Nobility sit on the blue benches at the Assembly, and have voting power.
  • Clergy are the religious priests who act as the spiritual leaders of the Empire's faiths. Anyone who identifies as Clergy (meaning that they actually perform religious duties to their faithful) may sit on the white benches at the Assembly, and have voting power.
  • Commoners are the common citizens who make up the majority of the Regalian Empire. Commoners sit on the red benches of the Assembly, but do not have voting power.

Note: Some Point Buy Packs, Mechanics, and Custom Kits allow certain individuals to hold voting power, and provide exceptions/enhancements to the above.

Assembly Procedure

  1. An announcement will be made in the MassiveCraft Community Discord providing the time of the next Assembly.
  2. Players will arrive at /tp Assembly and enter into the Assembly Hall at the Imperial Palace before the start time.
  3. The Speaker will open the Assembly and introduce proposals as follows:
    1. The Proposal will be read in full, provided any background context if available.
    2. The Speaker will allow Nobility and Clergy to approach the center table to ask follow-up/clarifying questions regarding the proposal.
    3. The Speaker will close debate after a set period of time, after which a vote is called:
      • Delegates who favor the proposal will vote by saying "Aye"
      • Delegates who oppose the proposal will vote by saying "Nay"
    4. The Speaker or Parliamentarian (assistant) will count the votes and deliver the verdict
    5. Occasionally, a follow-up proposal will be triggered based on the vote, often as a contingency should a vote pass/fail.
  4. If no contingencies exist, the next proposal is presented and the above process repeats.
  5. Depending on the proposals provided, the Speaker may allow the Nobility to provide two additional ad hoc proposals to vote on.
  6. Following the proposals, the Speaker will close the Assembly, and the delegates may depart.

Other Notes

This section contains a list of miscellaneous rules that did not fit in any other category.

  • As Imperial Assemblies take place at the Imperial Palace, certain restrictions are in place. Weapons and Armor are banned, as are obvious illegal Occult such as Vampires. In general, dress and act appropriate and you will have no issues.
  • Debates rarely occur on the Assembly floor, if ever. If a Delegate disagrees with a proposal, they should host a gathering ahead of time to convince others to support their stance in the assembly.
