The Regalian Government is the vast judicial, bureaucratic and executive apparatus that runs the Regalian Empire, and the Regalian Commonwealth at large. The Regalian Empire is, surface and population wise, the largest Empire known on Aloria proper, while also maintaining the largest known government system to run the entire Empire into the smallest detail. The New Model Government was initially founded by Cedromar I, and an altered version was retained by Alexander I upon his resuccession to the throne. The Regalian Government features so called Curias, meaning Courts in Proto-Regalian. These Curias have authority and power within their own jurisdiction, and are all integral parts that make up the greater whole of the the Regalian Government. The Curia Cordis is the central body of the Regalian Empire and the Imperial Seat. Most positions inside the Curia Cordis are not attainable for anyone but the Royal Family of Regalia, though some favorite positions are open to those who are able to climb the ranks of the Emperor's close favorites. These positions are generally described as some of the most prestigious positions in the entire Empire, because they are certainly the closest to the Crown's favor.

Emperor of Regalia

The Crown is the undisputed head of the Regalian Empire and of the Unionist faith. The Crown must always be a descendant of Emperor Theomar the first, and must always be male. Due to the elective inheritance act of 304 AC, the heir must also be chosen by the previous Emperor through an election process called the Tahn which involves a theological debate between the Crown and the Supreme Reverend on the matter of necessity.

Undercrown of Regalia

The Undercrown by Crown consent, can rule as regency over the Crown, and where necessary, be granted executive power to rule parts of the Empire in the Crown’s stead. This position is currently elective and appointed directly by the Emperor, but rules with equal authority in non-religious matters as the Emperor does.

Crown Prince of Regalia

The Crown Prince is, in comparison to the Emperor, practically equal in terms of power to the Emperor, except that the Crown Prince does not have any religious authority, not being the vessel of the Imperial Spirit. The Crown Prince is elective, meaning the Emperor may choose to appoint any of the Princes of Regalia.

Princes of Regalia

The Princes are formally part of the succession line of the Crown, meaning this is a list of all eligible heirs to the throne at any given time. Preference is always given to the Crown Prince, after who all other Princes receive numerical titles to identify their importance to the elective succession.

Crown Familiaris

Familiaris are so called individuals who are familiars or extended family of the Crown. This means they are either married into, adopted, or otherwise honored by the Crown as favorites. This means that they have freedom of movement in and out of the Imperial Palace. This position can only be attained by becoming a personal favorite of the crown, in the simplest terms, the Emperor's friend.

Imperial Consorts

Imperial Consorts are the Emperor's close relations, married partners and Paramours. Because they are considered the Emperor's personal property, there are a certain amount of rights and duties they must fulfill. Consorts have a great deal of freedom, and despite court regulations, frequently get involved with politics because they are able to whisper their designs directly to the Emperor's ear.

Imperial Guards

The Imperial Guard are the warrior guard elite of the Regalian Empire who guard the Curia Cordis and adhere only to orders directly from the Emperor and Crown Prince. The Imperial Guard are the best of the best in the Empire, and are both feared and respected for their service to the crown and their cruelty in battle.

The Curia Militum is the highest military court of the Regalian Empire, covering all Admirals and Generals which field armies and navies. Armies controlled by Generals and Admirals in this army are Called Mark Armies and Mark Armadas. They each have an individual theme (and technical geographical area of authority) but freely move around by commands of their leaders. Generals and Admirals only take their orders from the Undercrown and Emperor, but in absence of orders, can operate on their own initiative. Curia Militum members cannot be fired by anyone but the Emperor, while appointments can happen through either the Emperor or Undercrown. The Emperor may add as many positions for Generals or Admirals as is deemed necessary.

Generals of Regalia

The Generals of the Empire are the military leaders of the ground forces within the Regalian Armed Forces. Generals command anywhere between 10,000 and 50,000 troops in the field, depending on how many troops they were given by the Emperor or the Logistics Ministers. Generals can also establish Martial authority over occupied lands, and if permitted by the State Ministers, annex land to the Empire.

Admirals of Regalia

Admirals of the Empire are the military leaders of the naval forces within the Regalian Armed Forces. Admirals command anywhere between 10 to 50 ships on the high oceans, depending on how many ships were given by the Emperor or the Logistics Ministers. Admirals may execute the Navigation Act, that is to say, seize foreign shipping produce for the finances of the Regalian Empire, in cooperation with State Ministers.

City Guard Commander

The Regalian City Guard Commander is the highest officer in charge of all off-duty and on-duty Regalian Guardsmen. This may cover any Charter Organization that is defined as a Guard Charter, but primarily covers the Bluesteel Order situated from their headquarters, the Black Tower, and can also act as a General in his own right in emergency situations.

Mercenary Commander

The Regalian Mercenary Commander is the highest authority of the Mercenary Guilds in Regalia. The Mercenary Commander provides headquarters to the Guilds, while also ensuring they all fit the criteria and rules of the Empire for being a Mercenary. Additionally, the Mercenary Commander leads Mercenary forces into war, and can act as a General in his own right.

The Curia Regis is the civilian government of the Empire, a culmination of the Ministers and the Bureaucracy that run the various sectors of the Empire as a whole, both internally and externally. Ministers are always subservient to the Undercrown and Emperor, and can be fired and hired by both. Additionally, either Emperor or Undercrown can create new positions, or grant additional positions. Each Ministerial position allows appointment of up to 3 individuals, while the Undercrown can dictate how authority is shared or split between the three Ministers. Currently the Undercrown has defined Authority within the Curia Regis as such: Each Ministry will hold a Head Minister, shadowed by two junior Ministers. Junior Ministers will be given the same amount of access to the Undercrown, along with the ability to (when all Junior Ministers agree unanimously) veto the Head Minister, if they deem this fitting. (Exceptions made, to this rule, on a Ministry by Ministry basis.)

Finance Ministers

The Finance Ministers are the ministry of finance that oversees the allocation of finances, as well as the set levels of tariffs, taxes and other financial incomes or expenses of the Regalian Empire as a whole. Budgeting always needs to pass through the Ministers of Finance.

Logistic Ministers

The Logistic Ministers are the ministry of logistics of the Empire, which oversees the supply needs of the Regalian armed forces, or more specifically that of the Generals and Admirals. This means the Logistic Ministers are in charge of troop and ship allocation.

State Ministers

The State Ministers are essentially the Foreign diplomatic office of the Empire. The State Ministers largely involves itself with making deals and contracts with foreign nations, as well as planning for the beginning and ending of wars, and all other things diplomatic.

Arcane Ministers

The Arcane Ministers are in charge of Arcane regulation, that is to say, tracking categorizing and instructing Mages where necessary, providing approval for Noble House Court Mages, as well as setting the rules on which spells are legal and illegal in the Empire and how Guards should deal with Mages.

Scholar Ministers

The Scholar Ministers are in charge of Scholarly development, that is to say, scientific progress of the Empire. Specific subjects can have funds allocated to them, meaning the Scholar Ministers choose in what fields of science the Empire progresses.

Judiciary Ministers

The Judiciary Ministers are the high judges of the Empire that reside over civil and noble court trials. While Martial Court is not part of the Regalian State Judiciary, the Court Martials can defer a case to the Justicars for civil prosecution.

The Curia Alius are positions held by individuals that are not necessarily part of the Curia Cordis, but work very closely with it and often also hold positions at court. The Curia Alius has various rights and duties concerning the direct service of the Emperor and all properties and activities related to the Emperor. Members of the Curia Cordis are solely appointed by the Emperor if a Grand Steward is absent, but otherwise managed by the Grand Steward. There are no position limitations on the Curia Alius, meaning a Regalian General can double as an Imperial Bellator etc. Both Emperor and Grand Steward can create and remove offices when necessary, or when asked to do so if they agree.

Grand Steward

The Grand Steward is the formal head of the Curia Alius. They rule the Curia Alius by appointing and dismissing the other members (as long as the Emperor does not personally get involved) and in general trend lines manage the agenda and personal communications of the Emperor. This means that all communication between the Nobility and the Emperor has to pass through the Grand Steward before it reaches the ears of the Emperor. The Grand Steward additionally also ensures no other members of the Curia Alius misbehaves, or is corrupt in their position.

Grand Chamberlain

The Grand Chamberlain is a very intimate position held by a person close to the Emperor as the Grand Chamberlain is responsible for the Emperor’s personal care, including but not limited to waking, shaving, clothing, washing, preparing drinks and serving the Emperor’s general whims when required in court life and when the Emperor is not out on military campaign. The Chamberlain also enforces Court Etiquette towards the Emperor during public and private appearances.

Grand Interrogators

The Grand Interrogators are the Emperor's personal Inquisitors, individuals he specifically sends to investigate individuals or groups of individuals when the Emperor specifically wants someone investigated or interrogated. The Emperor may occasionally also use this to avoid someone from being prosecuted, because Imperial Inquests always supersede civilian and Government prosecutions.

Grand Black Privy

The Grand Black Privy is the Emperor’s personal communications officer not related to the official lines of communication supported by the Grand Steward. This means that the Grand Black Privy maintains contact with the Principal Secretary, and acts as a middle man, having also the authority to command and receive reports from the Black Hand and Black Order and to decide what should reach the Emperor.

Grand Effleur

The Grand Effleur is a position held by the person deciding who is best suited for a membership of the Emperor’s Effleur Estate, ranging from artists, musicians, painters, entertainers, singers, but also paramours and intellectuals. The Grand Effleur is largely responsible for ensuring that Court Entertainment is in peak condition.

Grand Bellator

The Grand Bellator is the court provider of gladiators for the Emperor’s personal entertainment and training. As such, they manage both the court warriors, but also the Emperor’s personal training partners and challenge tiers, where they set up court gladiators to fight for the Emperor to watch, and to allow the highest ranking court gladiators to challenge the Emperor himself to provide the Emperor with the best possible training regiment.

Grand Lener

The Grand Lener is a state provider of lease property, controlling a number of properties around the city which can be lent out to groups or individuals. The Grand Lener can hand any property on a permanent or temporary base to any person with no limitations as long as they can provide some stringent explanation as to why it serves the Empire’s best interests.

Grand Court Mages

The Grand Court Mages are the Emperor’s personal Court Magicians, mages that has a great range of freedom, but also acts as the Emperor’s personal advisers on all matters pertinent to Magic, Demons and the Void and Exist realms. Multiple Court Mages can be appointed at once.

Grand Proprietor

The Grand Proprietor manages the public establishments owned by the State, or rather more specifically by the Royal Family which were once the inheritance of the Lovegood marriage. The Grand Proprietor manages all sub businesses settled in all major public houses.

The Curia Sanchelle is a semi-government organization mostly based from inside the Sanchelle of Unionism. These positions are held in the leadership of the State Church, but are not necessarily held only by Clergy, meaning anyone even a commoner or a military noble could in theory hold these offices. In practice however, the Supreme Reverend is likely only appoint very pious individuals of his personal approval. Appointment for these offices can only go directly through the Supreme Reverend.

Supreme Reverend

The Supreme Reverend is the highest office held in the Sanchella of Union and cannot be appointed or removed by anyone but the Emperor or old age. The Supreme Reverend oversees all the lesser Secretaries, but aside from their own prerogative, also has the power of all of them combined, though usually delegates this authority down to the Secretaries.

Secretary of Writ

The Secretary of Writ is in charge of managing the Writs of Sin, the accusations of sin to the Unionist Faith against anyone in the Empire. Writs of Sin don’t have a legal standing, meaning someone who is marked will not automatically end in jail, but Writs of Sin mark one as a “Bad Unionist”, causing all kinds of social disadvantages.

Secretary of Finance

The Secretary of Finance of the Curia Sanchelle takes care of allocating finances given by the state to its various social projects. The Sanchella of Unionism is largely responsible for the majority of the social projects across the empire.

Secretary of Law

The Secretary of Law is the supreme Commander of the White Order and the Religious Prosecutions issued by the Sanchella of Union. This means the Secretary of Law is mostly in charge of Canon Law creation, as well as exercising this law on individuals who are charged with a religious trial by the Sanchella.

Additional Rights

Some ranks have special rights that are not immediately expressed in the Government positions above. Generally speaking, no rank has law immunity anymore, like was the case in old systems. These often conflicting law situations only caused unnecessary confusion, and as such, all law immunity is gone across the board. Additionally, no positions grant special weapon or armor rights unless specifically specified. Armor and weapon rights are purely granted by the Charter rights to avoid conflicting paperwork and confusion over who grants what. If any individual seeks to have armor or weapon rights, they should endeavor to form or join an existing Charter with said rights. Below follows a list of special offices with special rights:

  • Emperor of Regalia: The Emperor of Regalia is immune to all laws and has access to everything, anything and any action.
  • Undercrown of Regalia: The Undercrown of Regalia is immune to all State and Military Laws and has access to everything, anything and any action not limited by Canon or Imperial Law.
  • Crown Prince of Regalia: The Crown Prince of Regalia is immune to all laws and has access to everything, anything and any action.
  • Princes of Regalia: The Princes of Regalia are immune to State Laws only.
  • Crown Familiaris: Regalian Guards are expected to show leniency to Familiaris, but this is not a law requirement, yet a cultural consideration.
  • Imperial Consorts: Imperial Consorts become untouchable, meaning none but the Emperor may physically touch them and to do so is to spoil the Emperor's property. Imperial Consorts that are pregnant are the bearers of the Spirit's Offspring and must be treated as if an extension of the Emperor while pregnant, while the individual that bears the title of Prime Consort (out of all Consorts) is immune to all State Laws.
  • Imperial Guards: Imperial Guards are always immune to all Laws and have access to anything and anywhere at any time, as they are under a strict protocol from the Court.
  • All Other Positions: Regalian Guards are expected to show some leniency towards State Law violations of all other individuals in Government Positions. That being said, this is merely a cultural consideration and not a State Law, so Guards have the discretion to ignore this protocol. All other Imperial, Canon and Military laws are fully in effect for everyone.
  • All Curia Militum Positions: Have full free weapon and armor wearing/use in Regalia.
