Regalian Law is a set of so-called Law Books with a penal code designed to keep the Regalian public in line, both within the confines of a peaceful and stable society, but also for a clean and pious mind. These Laws don't always have a strict outcome punishment, and punishments may vary between Guards and Organizations in Regalia. Furthermore, most of these laws are changeable by the respective authorities.

==Citizen Rights==
Citizen Rights dictate the individual rights per race. While Race Rights are different for each Race, they can usually be categorized: First Rank Citizens have all rights bestowed to them, Second Rank Citizens have usually one or two rights revoked, while Third Rank Citizens have considerable rights revoked from them. Each right revoked is mentioned below.

Regalian Low Laws require no Court intervention, and can be punished with prison sentencing and/or public humiliation. Simple recordings such as Name, Crime, and Punishment given are recorded, nothing more.  
Regalian Common Law are legal violations that are arbitrated by the Regalian Guard. Any Regalian Guard can set the punishments for Common Law violations, but they should never be more severe than a medium sentence, and these violations never result in maiming or execution. The Guards may have an internal handbook on what crimes to punish with what punishment, but this is up to the prerogative of the Lord Commander of the Regalian Guard. Eminents are exempt from all Regalian Common Law. Regalian Common Law can be freely changed by the Lord Chancellor.

# Bearing weapons or armor outside of permit clearance, or bearing weapons or armor in government buildings and offices without the appropriate right to do so is illegal. All Nobles are exempt from this law.

# Inflicting non-lethal harm or excessive emotional suffering on others unless in self-defense is illegal. Murder or loss of body parts escalates the crime to Regalian High Law. Titleholders are exempt from this law.
# Subjecting another Unwilling to Mutations or Magic induced aesthetic-only changes is illegal.
# Abducting, imprisoning or enslaving anyone is illegal. Titleholders are exempt from this Law, but only for 3 days following any crime committed against them, and only the criminal can be imprisoned at an Estate.  
# Using Aberrant Powers outside the home without permission is illegal.
# Possession, use, manufacture or redistribution of Contraband or Monopolized items is illegal. Artifacts are not contraband but are also not classified as possessions and may as such be stolen freely without prosecution.  
# To sabotage, undermine, or be negligent in State Official Duty, is illegal.
# Subjecting an unwilling person to Mutations, Aberrancy, or Powers is illegal. Furthermore, using Occult Powers outside of the home without permission is illegal. Titleholders are exempt from this Law, but not the Mutations part.

# It is illegal to be infected with any type of Occult or Aberrancy that is defined as Apostasy in the Regalian Legal Codes explained further below. Infected individuals must always be cured after arrest and imprisonment.

# Bearing false witness, or resisting arrest, or hindering a Guard investigation is illegal.
# Attempting to break out of prison, assisting another to break out of prison, or otherwise obstructing guards in their duties is illegal. Titleholders may release Common Law criminals from prison or other punishment at will.  
# To not pay debts incurred by reneging on contracts, theft of service, or through gambling is illegal.

Regalian High Law usually requires the Lord Commander or Court to get involved with sentencing. Punishments tend to be severe imprisonment and maiming. Data recording includes Name, Crime, and Punishment, as well as a more detailed report of the incident.  
Regalian High Law are legal violations that are normally arbitrated by the Regalian Guard, but may also be called upon in a High Trial. A High Trial is a trial involving a Panel of Peers (Titleholders) who decide guilt or innocence, and what punishment should be afforded to the guilty party at a trial. Punishment should never be more severe than a long prison sentence or extended community service/forced labor, and these violations result in maiming or execution only if the Lord Commander of the Guard signs off on it. In normal conditions, a criminal will be judged by the Guard. If the Guard has however not yet judged the Criminal, any Titleholder may call for a High Trial. The process of a High Trial is explained in the Legal Codes further below. Nobody is exempt from any Regalian High Law, except the Emperor and his direct kin. Regalian High Law can be freely changed by the Lord Chancellor.
# To violate the purity of, or indecently disrobe another, is illegal.
# To sabotage, undermine, or be negligent of State Official Duty, or to commit treason against the Regalian Empire or aid foreign nationals detrimentally to Regalia is illegal. Violating this Law during wartime escalates it to Capital Law.

# To be negligent to Noble Expectations, incite to Civil-War or Rebellion, or commit to or encourage separatism is illegal. The definition of Noble Expectations is explained in Regalian Legal Codes further below.
# To defraud, steal from, or attempt to steal from the Regalian State is illegal.
# To murder of an individual or many individuals, or to cause mass-death of livestock or wild animals outside of permitted activities is illegal. The amount of murders increases the severity of this law violation and punishment.
# It is illegal to infect anyone with any form of Occultism or Aberrancy.
# To conspire to harm or impede the freedom or functioning of the Lord Chancellor or Lord Commander or Emperor is illegal. Additionally, to publicize critical thoughts and ideas about the Emperor or his rule is illegal.  
# To create, recruit, be a member of, or cooperate with Crime Groups, is illegal.

Regalian Capital Law must require a Lord Commander and Chancellor approval for the final verdict, but will always include at the very least a maim, leading up to execution. Every worthwhile detail involving the crime, leading up to, and including the aftermath, is recorded in an extensive report.
Regalian Capital Law is unique in that it cannot be changed by the Lord Chancellor, and is purely changed and enforced by the Emperor and the Imperial Court. Regalian Capital Law is arbitrated by so-called Imperial Inquisitors. The Imperial Court appoints Inquestors to act as solo judges to decide on the punishment of individuals who violate Capital Law. The Regalian Guard or Imperial Guard holds prisoners, followed by a trial set up by the Inquisitor. Maiming and execution are possible for those who violate Capital Law, and permission from the Lord Commander is not required.

# To obstruct or assault the Imperial Guard is illegal. Imperial Guard are immune to any and all Laws except Capital Law, and may not be touched or infringed upon by anyone but the Emperor and his direct kin.

# To assist foreign entities in their harmful intent towards Regalia, is illegal.

==Imperial Crown Law==
Imperial Crown Law cannot be changed by the Chancellor or Assembly, and is prosecuted by the Imperial Inquestors. State Guards should still arrest, but deliver the criminal to an Imperial Guard. Crown Law violations can lead up to execution. Every worthwhile detail involving the crime, leading up to, and including the aftermath, is recorded in an extensive report.
# The Imperial Guard are immune to State Law, and owe authority only to Imperial Royal Blood.
# To spill blood on Holy Ground such as Arch-Temples, Temples, and Palaces, is illegal.
# To denounce the Emperor’s Authority over all the world, is illegal.
# Marriage between two title holding families must be brokered by the Emperor.
# The Assembly and Chancellor each represent the Emperor in authority and duty.
# Impeachment proceedings count for 60%+1 of the present voters or representatives.
# Other legislation may pass with 50%+1 of the present voters or representatives.

==Regalian Knight Laws==
Knights operate somewhat differently than regular citizens, and as such have certain rights that transcend laws in Regalian State Law. Assume that if a Knight Law contradicts State Law, that Knight Law is always superior. Knight Law can only be changed by the Emperor. Certain additional rights are granted to Knights with Imperial Respect.
# Any and all Knights are permitted to bear any armor, as long as Order identity is visible.
# Any and all Knights are permitted public open carry of weapons, but must conceal indoors.
#* Imperial Respect Knights are exempt from concealment.
# Any and all Knights may engage in Honor Duels with harm in designated arenas.
# Any citizen with knowledge of a Knight violating their Code, must report this to the Chancellor.
#* Repeated violation of a Knightly Code is a Low Law violation.
 
===Imperial Respect Priviledges===
# Knights with Imperial Respect are permitted to enter the Imperial Palace and other noble-exclusive areas without armaments, and cannot be expelled by Imperial Court Officials for being non-noble.
# Knights with Imperial Respect may enforce their Order's Code of Honor on their fellow members.
# Knights with Imperial Respect must be called Sir if male, or Dame if female.
# Knights with Imperial Respect may enforce Regalian Law when called upon by the Lord Chancellor or the Lord Commander of the Violet Order.
# Knights with Imperial Respect are granted Low and Petty Law Immunity if executing the mission of their Knightly Order.
 
==Empire wide Ordinances==
Empire Wide Ordinances are adopted by the Assembly or Chancellor that do not directly affect the main city, but are still relevant to know for politics. These are generally considered indefinite, and revoking Ordinances is considered not kosher, but legal for the Chancellor only.
# All lands with a majority Altalar, and with all parties consenting, may enforce the Altalar Judicial system instead of the Regalian Judicial system.
# All airships under the direct supervision of Duke Ryker Lampero of Vultaro-Montania has free access to all airspace above all regalian Archipelago states and sovereignties.
# Ownership of Puretek Weapons without a permit from any Belliard Representative (Dietrich von Drachenburg in Regalia) will result in jail time, and weapon confiscation.
# Magical Mutations and Magic assisted aesthetic-only changes may be applied in Government approved Shops and Businesses only, managed by the Arcane Ministry.
# Preventing the free passage of Trade Ships through the Schoenn River and the Regal Sea is disallowed, and will result in punitive measures taken by the Government on the offending party.
 
==List of Contraband and Illegal Items==
*Narcotics not stamped and shipped by the Anahera Cabal are contraband.
*Siege weapons and Gunpowder not stamped and shipped by Howlester Trade are contraband.
*Grains of any kind not stamped and shipped by the Kade house of Trade are contraband.
*Muskete weaponry not produced and granted by the Belliard Guild is contraband.
 
==Legal Codes==
Legal Codes are lengthier pieces of legislation that cannot be easily summarized into a bullet pointed law book, and as such must be written out in full. They usually concern one particular topic, and explain that topic expansively. Legal Codes are usually also expansions upon State Law, to add more context to them or to expand their scope into more detail.
 
===Respects to Imperialism===
Respects to Imperialism dictates the interactions between non-Nobles and Nobles, particularly when non-Nobles address Nobles in conversation. Respects to Imperialism is active in the streets of the Empire, public establishments and stores, government offices and institutions, and public events at private properties, but not private occasions at private properties. Respects to Imperialism dictates that "So long as an individual knows a Noble by first or last name, they must use honorifics such as your grace for a Duke, or your lordship for an untitled Nobleman. Referring to a Noble by first or last name without title prefix or suffix is a Crown Law Crime". The Legal Code presumes that so long as the person knows the first or last name of a Nobleman, they also know their rank, so it is impossible to plead ignorance. Ignorance only applies if the subject truly did not know the first or last name of the Nobleman they were addressing. If a commoner is too ignorant or lacking in wit to remember titles, the honorific "Honourable Master/Mistress" may be used as a replacement, so as to say "Forgive me my lord/lady, I am too foolish to remember your title". For example, "Honourable Master Kade" is an adequate honorific to use.
 
===Regalian Weapon and Armor Permits===
It is illegal for any person in Regalia to wear any armor that is not purely decorative (armor that covers less than 25% of the body is considered decorative) without the necessary permits. Armor permits cannot be granted. Armor may only be worn by institutions that have the right to bear armor, such as the Regalian Mercenary Order, The Regalian Guard Order, Regalian Noble House Guards and Imperial Guards. Furthermore, it is illegal for any person in Regalia who does not have a weapon permit to bear a weapon other than a Rechtshelm. A Rechtshelm is a thin blade, with a maximum of 12 inches by the hilt that must be concealed at all times. Weapon permits, unlike armor permits however, can be granted. After a permit is granted, public open carry is permitted. Orders and Institutions that were granted the right to bear arms may use any weapon in public open carry also. No weapons or armor may be brought into Imperial Property, or Temples and Arch-Temples, or the Regalian Judicial Office, however. Titleholders have automatic armor and weapon permits. All other permits must be registered and maintained by the State’s Armament Commissioner.

===Occult Items and Artifacts===
Ownership of Occult Items and Artifacts is legal. However: The Minister of the Occult can label certain items as classified "Artifact of Evil", which makes these items illegal and part of Contraband Law. Additionally, Occult Items and Artifacts have no Legal Status. This means that stealing an Artifact, is not counted as a crime, because an Artifact is not regarded property. Assault of an individual and then theft of their Artifact, will still see the assault part charged as a crime however, while the theft is ignored. Crimes committed while stealing an Artifact, are still crimes, and punished by law. Guards can never be commanded to chase after an Artifact, or work to restitute Artifact ownership. The Fae Sepulchre is allowed to contain both Artifacts and Artifacts of Evil.
 
===Occult Power Legislation and Usage===
#Occult or Aberrant Powers are defined as the usage of those powers found within Sorcerers, Mages, Sanguine, Cahal, Silven, Dragon-blessed or the Undead. While this article does not define the legality of simply existing as one of said things, it defines the legality of using what unnatural abilities are granted upon those falling under said definition.​
#It is illegal to use Occult or Aberrant Powers. There are a series of exceptions to this:
#*It is legal while within the confines of one’s own home and only if said powers are not being used to harm any Citizen of Second Rank and above or in an act of self-defense. This does not apply to shops, and requires the explicit permission of the homeowner before use.
#*It is legal while serving as a member of the Violet Order and only while in the act of defense or attempted arrest, though one must first submit a Common Occult Registry Form (found later in this article) to the Occult Ministry and have it approved.
#*It is legal while one is a registered and approved holder of one of the following ranks recognized by the Occult Ministry and the usage of said powers falls within the confines of the specific terms of their registry. These terms are malleable and may be altered with written consent when one of said persons is commissioned by the Ministry for an approved operation. The registered ranks are:
#** Court Mage
#** White Mage
#** White Sorcerer
#** White Drake
#** White Silven
#*These ranks do not allow one to use said Powers if the owner of a home, shop or estate they are within verbally bars them from using their Powers, unless the person has explicit permission by virtue of working for or with the Violet Order or on official Ministry or Imperial business by commission.
#The Occult Ministry has received a series of requests to investigate singular occurrences of odd happenings around the city and Archipelago. Out of a desire to spend the State’s budget wisely and utilize what resources are already in the Ministry’s possession, the Ministry will be outsourcing all investigative work to Occult-oriented groups aligned with it and the Empire’s goals. These are to be called Consortiums. Consortiums will collaborate with the Ministry's operations, and in turn be recognized for their service to the Empire and contribution toward the furthering of their status as Occult peoples.
##Consortiums will be recognized by the Occult Ministry and be labelled upon the Ministry’s public registry. Any potentially Occult-oriented groups who wish to be recognized by the Ministry as such may arrange for a meeting with the Minister to be interviewed and have the terms of their potential collaboration determined.
##As of the creation of the Consortium Program, the following Consortium is hereby recognized
##*The Hexenblood Circle
#A Noble Family may have a single Court Mage within their employ, unless granted specific written permission from the Occult Minister. A Court Mage must already be a registered White Mage, White Sorcerer or White Silven, and the Noble Family must gain the Minister’s verbal or written approval before employing them. Upon employment, the Noble Family is required to provide their Court Mage with the following:
#*Comfortable room and board within their estate, no smaller than a servant’s quarters.
#*A monthly stipend of no less than 1,000 Regals for the Court Mage to use as they will.
#*A place at their dining table along with three meals a day.
#*Offered accompaniment to any events where Court Honneurs do not preclude the Court Mage from attending due to any factors of their person.
#:If the Ministry finds that a Noble Family who employs a Court Mage does not meet these standards, they will rescind the Family’s right to employment of a Court Mage until they are reinstated at the Minister’s discretion. A Family’s Court Mage’s conduct will reflect upon their employing family in all potential positive and negative ways, especially so if a Family’s Court Mage successfully undertakes commissions at the Ministry or Empire’s behest. Additionally, a Family may choose to have their Court Mage represent themselves and engage in a Mage Duel with another Family’s Court Mage. Said Duels can be arranged through the Occult Minister, who will oversee and organize them.
#The Common Occult Registry Form can be filled out by requesting a form from the Greygate front office or via contacting the Occult Ministry. The person must include their name, nature of affliction or source of Powers, and position within the Violet Order for verification before submitting it to the Occult Ministry. If approved, it will be returned with the Ministry’s seal and the approved user may use their Powers as outlined in the 2nd exception of point iii. of this Article.
#Registration for ‘White’ ranks requires the would-be Occultist to send a letter to the office of the Occult Minister containing the following necessary pieces of information, in no particular format or order.
#*The Occultist’s Name
#*The Occultist’s Nature
#**"Nature" meaning their status as either a Mage, Sorcerer, ‘Drake’ or Silven
#*The Occultist's Planar Alignment, if Valid
#*A brief summary of the Occultist’s capabilities
#*The Occultist’s intended use for their powers
#*Either confirmation or denial of the Occultist’s eligibility for being hired as a Court Mage
#It is now illegal to teach Sorcery unless you are registered as a Court Mage or you are a registered member of a Ministry-approved Consortium.
#All known, registered members of a Ministry-approved Consortium are automatically added to the Occult Ministry’s Public Registry as White Occult status peoples, so long as the nature of their Occult powers fall in line with the recognized typing.
 
===Noble Houseguard and Servants===
Noble House Guards and Servants of any kind may wear any type of armor and weapon with public open carry. They must however clearly distinguish themselves as a House Servant, and they may not wear these while not on active duty with any member of the Family they serve. Additionally, House Servants may never draw weapons first, and must only act in a defensive or protective capacity. Any person involved in a crime against their Family must be transferred to the Regalian Guard, but may be kept for questioning for up to 48 hours inside the Family’s Estate if it is in the possession of adequate detainment. House Servants do not need to be registered, but official House Guards must always be registered with the State’s Lifeguard Executive.

===Palestry===
Palestry is the act of a noble and a “palest” swearing themselves to be one for life. The noble provides every expense for the palest, who is elevated to a status of eternal companionship. Palests most often fulfill a protectionary role, but many choose to serve their “charges,” or bound noble, as sagely mentors or shadow advisors.
*A palest is a lifelong companion to a noble legally recognized by the Regalian State who acts as a social and legal extension of the noble they are sworn to.
*Palests must swear an Oath of Palestry before the Lifeguard Executive for it to be recognized.
*Termination of palestry can only be done with the approval of the Lifeguard Executive, the Regalian Judiciary or the Lord Chancellor.
**An Oath of Palestry may only be terminated if it meets criterion set by the Lifeguard Executive, and is considered a last-resort option.
*Abandonment of one’s duties in an Oath of Palestry is a low crime. Both palest and noble may be punished for dereliction of duties and obligations at the discretion of Lifeguard Executive.
 
===Mercenary Rights and Laws===
Mercenaries may wear up to half plate without a helmet, and may open carry any weapon, but only while actively fulfilling a contract. Mercenaries must adhere to all Regalian Law where applicable, and must step aside if Regalian Guards usurp the situation they are in. Mercenaries must obey commands given by the Regalian Guard Lord Commander, as well as the Chancellor. Mercenaries must at all times work towards legally sanctioned contracts, either sent by the Nobility or the Chancellor or Assembly or Emperor. If a Contract is illegal, the Mercenary shall hold no blame for enforcing it, and instead, the Contract maker will be found guilty of all Laws violated by the Mercenaries. While on Contract, a mercenary or their contractor may keep the guilty party on their premise or at the Mercenary Keep for up to 48 hours as long as they have capable detainment rooms for questioning and beating, before they must be handed over to the City Guard. All Mercenaries must always be registered with the State’s Mercenary Executive.

===Blueblood Court Privilege===
Nobles and Titleholders in particular have certain rights bestowed on them for being the better class of people by the Emperor. These may only be changed by the Emperor. Crimes against all Nobles warrant higher sentences, and if a Noble is found guilty of a crime, they are expected to be treated fairly, well, and without much public display if it can be avoided so as to avoid embarrassment. Nobility are always immune to checkpoint restrictions, and may not be hindered from visiting prisoners, unless they are in the maximum security section of the Prison, or solitary isolation. Nobility may strike, or order the striking of another person for any words that caused offence against them. When visiting establishments and public places of service, nobles are expected to be given preferential treatment and with respect. All Nobles also have the right to command City Guards to protect them, an event, or enforce the Law as they see fit. That being said, violation of State Law, or incorrect enforcement of State Law falls upon the Noble in question. Furthermore, City Guards are expected to turn a blind eye to Nobility committing crimes under Petty Law, unless these crimes become recurring and dangerous to the people or the reputation of the Noble Family. Finally, Nobles are immune to City-wide curfew, but must contract a City Guard to escort them while they roam the streets during a curfew. Violations of Blueblood Court Privilege must be reported to the Regalian Guard’s City Reeve’s Office.

===Blueblood Court Honneurs===
The Nobility are expected to behave a certain way, and enforcing this code of behavior is up to the Master of Conduces of the Imperial Court. It is primarily a duty of the Nobility to always refer to each other with the correct title, even when one is lower, or when one wishes to insult. A good way to provide insult, is to add unnecessary adjectives or expletives to the title address. Commoners do not have a duty to use proper address, but can be found guilty of insult law when they do not at least try. The Imperial Family and other Royal Blood are immune from having to use the correct title address. With regards to Physical honneurs, it is forbidden for a man to touch bare skin of a woman that is not his wife, except through a linen glove. Offenders may be struck by the Master of Conduces with an 18 inch horse riding crop whip, on the offending body part. Within Nobility (if it does not already concern Knights) nobility may not inflict violence on each other with punishment of horse riding crop whip striking the offending part by the Master of Conduces. The Master of Conduces may however approve a non-lethal duel between Nobility at designated arenas. Nobility may also not engage in employment that is otherwise for commoners, such as tending bars, tending livestock, or manning a stall. Exceptions are made for businesses that handle high value items exceeding 5,000 Regals in price, and establishments with high-society relevance, such as noble-only tea houses. Offenders may be struck with a 18 inch horse riding crop whip by the Master of Condeuces until they cease. In any and all cases, Honneurs may only be changed by the Emperor, and may only be enforced by the Master of Condeuces of the Imperial Court. Abuse of power on the part of the Master of Condeuces must be reported to the Master of Letters, to communicate to the Emperor.

The Nobility, and by extension their homes, have specific additional rights when it comes to individuals trespassing on their Estate property. Trespassers are those defined as individuals present without rights or invitation to remain on the property at any given time. Nobility are afforded additional rights when it comes to dealing with said trespassers, and are capable of holding trespassers prisoner as they wish, until the time in which members of the Violet Order arrive to apprehend them. Members of Nobility are expected to hand over trespassers to the Violet Order. Members of Nobility are not held liable for any potential non-lethal harm done to trespassers within their estate.
Empire Wide Ordinances are technically laws, but they only apply outside of the Regalian Isle, and as such are not wholly relevant to be aware of in Roleplay. These laws are still relevant to know for those engaging in the Progression System however.
# All lands with a majority Altalar population may apply the Altalar Judicial System. If both parties in a trial agree to apply the Altalar Judicial System, it may replace the Regalian State Judicial System.
# Preventing the free passage of Trade Ships through the Shoenn River, or applying any type of passage tax or fee to unarmed vessels is illegal. Furthermore, applying any fee or tax on State controlled shipping is illegal.

The Military Court is designated as the Military Generals, Admirals, and Marshals. Any subject to them are state Soldiers, Sailors, Commanders, or any other private contractor involved in war on third parties in the name of Regalia. Disobeying the hierarchy is strictly illegal. Soldiers must always be treated with preference (though lower than Nobility) while at public establishments or services. Insulting the performance of other Military Court members, without being a Military Court member, is illegal, and any publications to that effect must be confiscated. Reporting on failure or setbacks at the military front, is illegal. It is forbidden to wear outfits of, or pretend membership of, the military without the necessary permits or permissions. Any and all individuals violating Court Privilege are subject to Court Martial, regardless of whether they are civilian or military, with the Emperor of Imperial Court Marshal choosing two Generals or Admirals to act as presiding judges, who must rule unanimously. Punishments may include short prison sentences or public humiliation or ban from the military, with only simple Name, Crime, Punishment records held by the Military Commissioner. The State’s Military Commissioner is also responsible for receiving reports of Court Privilege violations and initiating the process of Court Martial through the relevant authorities.

The Alms Ministry is a permanent Ministry with a Minister appointed by the Chancellor, that oversees the City Sanctity. The Alms Ministry maintains two separate headquarters, the Alms Garrison, and the Alms Sanctuary. The Alms Sanctuary has the right of Sanctuary. This means that any person who arrives in the Alms Sanctuary and asks for Sanctuary from the Alms Ministry, may remain within the Alms Sanctuary, immune from Guard Arrest, or any Family legal Authority demanding their return, without the express approval from the Alms Minister. Additionally, the Alms Ministry has, permitting budget allocations by the Finance Minister, the right to charter any street to construct a Safety Bunker for use during city-wide calamities, without approval from the State Government. Finally, the Alms Ministry may maintain its own armed forces with rights to bear arms and armor, independent from the Guard or Mercenary forces, for the protection of Alms properties.
Legal Codes exist to cover more complex topics that would be too long to write down into individual Laws. Legal Codes often also create exceptions or additional layers to laws. When it concerns contradictions between Legal Codes and Laws, Legal Codes are always superior.

The Regalian Guard is permitted to circumvent certain laws when it concerns the proper and decent execution of their duties as Regalian Guard. Any Guard who violates Regalian Law without proper cause, must be removed and then prosecuted by the Lord Commander. The Lord Commander may make any office within the Regalian Guard, and grant them any responsibilities within the Guard. The Lord Commander may be removed by a total vote of the Regalian Guard, if the vote count is 60%+1 vote in favor of removal, after which a 50%+1 vote will be needed to confirm a new Lord Commander. Regalian Guards are permitted automatic Weapon and Armor permits, but may not wear them on Government Property, Offices, or Holy Ground. Government Property and Offices are guarded by the Chancellor’s Contingent Guard, who have the same rights as Guards covered by this Legal Code otherwise.

Those who are still registered members of Regalian State approved Knighthood Orders, have specific rights granted to them. Knights who have been expelled or are put on leave, will not have the Legal Code for Knights apply to them. The Knight privilege is as follows. Knights are permitted to bear any armor and weapons visibly in public, so long as their Order identity is visible in what they are wearing. This right extends to the outdoors and private space, but not Government Offices and Property, or Holy Ground. Knights may engage in legal Duels within areas designated as combat arenas without being found guilty of harm laws. Any and all Knights must report other knights, even of different Orders, if they violate their Code to the Lord Chancellor who sends the information on to the relevant Orders for arbitration. Finally, Knights must be called Ser if male, and Dame if female.

It is illegal to wear Armor without a permit that is not purely decorative. Decorative armor is established at 25% or less body cover, or having been made of a material that offers no greater protection than cloth. It is illegal for anyone without a Weapon to bear a weapon other than a Rechtshelm, which is a stiletto that can easily be hidden on the body, and can never be longer than 10 inches, requiring concealment at all times. After a permit is granted for either or both, public and non-concealed wearing is permitted. Permits are granted by the Armament Commissioner, which is a position appointed by the Lord Chancellor, as part of the Regalian Government. Permits cannot be granted by the Regalian Guard, however the Lord Commander may revoke Permits for those found guilty of crimes involving their armor and weapons in some capacity.

Contracts when registered with the Regalian State (posted on the Section titled “World System Contracts” on the Forums) are legally enforceable, meaning if one of the parties fails to uphold their part of the contract, the accusing party may call the failing party to Court, which will be arbitrated by the Imperial Inquisitor as part of a Capital Law trial. At court, the accusing party must explain how the failing party did not uphold their contract obligations, while the accused party must explain how the accusation is false, or why they found extraneous circumstances that would allow them to break the contract. The Imperial Inquisitor must then establish if the contract was broken, and whether this was broken unfairly or with due reason. If broken with due reason, the accused is free to go. If unfairly, the State shall be tasked with enforcing the stipulations of the contract. Still refusing to honor the contract shall then be counted as Treason against the State of Regalia.

The Legal Code for Occult Ministers covers the right of the Occult Minister(s) to grant additional reprieve for use of Powers, Abilities, Artifacts, Occult or Aberrant or otherwise non-Mundane, in public areas or on individuals. The Occult Minister must ascertain whether any of these things poses a risk to bystanders or the common sanctity and peace of the Empire, and then set specific circumstances or broad application for where they may be used, and where they may not be used. This permit is valid for as long as the Occult Minister is in office, with all permits expiring when an Occult Minister is either fired, relieved, or resigns. Applications for a specialized permit must be forwarded to the Occult Minister, which will always require a face to face meeting.

Noble House Guards are individuals retained by Noble Houses to serve for their protection. Noble Houses Guards are specifically hired to not be servants (bringing around food & drinks, helping with household tasks). Noble House Guards are permitted automatic weapon permits but only when in the direct company of the House they are in service of. They are also permitted automatic armor permits, but only lesser armor permits, where 50% of their body may be covered in armor. In any and all cases, if a Noble House Guard is not with any member of the Family they are employed by, these permits are not valid and they may be arrested. Additionally, House Guards may not enter other Noble Estates with Armor and Weapons, unless invited in. House Guards do not need to be approved before hiring, but do need to be registered with the State’s Lifeguard Commissioner, which is a position appointed by the Lord Chancellor. The Lifeguard Commissioner may set additional rights and privileges for Palests (unique personal bodyguards) so long as they do not conflict with other State Laws.

Mercenaries must always step aside if commanded to by Regalian Guards, the Chancellor’s Contingent or Imperial Guard. Mercenaries must at all times only work for legally sanctioned contracts by the Mercenary Commissioner. Mercenaries may keep criminals apprehended in the Mercenary Keep for up to 48 hours for questioning, before handing them over to the Regalian Guard.

Nobles, but particularly also Titleholders, have vast sweeping privileges and legal exemptions from the Regalian Law. For example, a Titleholder cannot trespass, allowing them to enter any building not controlled by the Imperial Court or Regalian Government and refuse to leave. These legal protections are however granted in “fair use”, meaning that so long as the Noble or Titleholder is not committing cruelty or tyranny on the people of Regalia, they can fairly continue. If however the actions of the individual are considered tyrannical, obstructive to the peace, or done in poor morality and conscience to the expectations of the Nobility, then other Nobles may call them to court. This functions exactly the same way as a High Trial, where a single Titleholder may try them to court, and the Panel of Peers decides whether the Noble offended the law with ill intent, or with honest and righteous privilege. If the use of privilege to be immune to prosecution was deemed appropriate, the accused is free to go. If the use of immunity was used to inflict tyranny or morally reprehensible intent by judgement of the Panel of Peers, the accused shall be found guilty of the crime and punished appropriately, as if they never even had immunity to begin with. Eminents cannot be tried to High Trial over Noble Expectations under any circumstances. Even if an Eminent is a Titleholder, their Eminent status prevents them from being found guilty of tyranny or morally reprehensible action with regards to legal immunities. This Legal Code confers some additional rights: Nobles may not be hindered from visiting prisoners except when they are Noble prisoners in the Noble cell, Nobles are always immune to checkpoint restrictions and may pass without being searched, Nobles must be treated with respect and not restrained while being arrested if it can be avoided, and finally, any Noble may command a Regalian Guard to escort them to a defined location they are en-route to when meeting this Regalian Guard on the way.

Crookback Law may be freely created and changed by the Crookback Council, and are enforced by the Crookback Militia.

These districts do not have the standard Regalian Law, rather, they often have their own local laws dictated by the Council or otherwise authority of this autonomous region. Regalian Law is a set of so-called Law Books with a penal code designed to keep the Regalian public in line, both within the confines of a peaceful and stable society, but also for a clean and pious mind. These Laws don't always have a strict outcome punishment, and punishments may vary between Guards and Organizations in Regalia. Furthermore, most of these laws are changeable by the respective authorities.

State Laws

State laws are active in all lands controlled by the Regalian Empire, and supersede all local legislation also. State Laws apply to all Heartland regions of the Empire, only autonomous regions and colonies are permitted to maintain their own Laws. For the sake of State Law, the following entities are recognized:

  • The Common Folk are the regular Regalian citizens without special status. Laws apply equally to all of them with disregard for individual conditions or circumstances.
  • The Nobles are the blue blood of the Empire, citizens with elevated legal status. Nobles are exempt from certain laws, which will be specifically mentioned.
  • Titleholders are Nobles of the Empire with a specific Title as recorded on the Title Registry. Titleholders are exempt from certain laws on top of Noble exemption.
  • Eminents are Government Ministers, the Guard Lord Commander and the Chancellor. Eminents are exempt from certain laws on top of Noble & Noble exemption.

Regalian Common Law

Regalian Common Law are legal violations that are arbitrated by the Regalian Guard. Any Regalian Guard can set the punishments for Common Law violations, but they should never be more severe than a medium sentence, and these violations never result in maiming or execution. The Guards may have an internal handbook on what crimes to punish with what punishment, but this is up to the prerogative of the Lord Commander of the Regalian Guard. Eminents are exempt from all Regalian Common Law. Regalian Common Law can be freely changed by the Lord Chancellor.

  1. Bearing weapons or armor outside of permit clearance, or bearing weapons or armor in government buildings and offices without the appropriate right to do so is illegal. All Nobles are exempt from this law.
  2. Trespassing, breaking entry, refusing to leave, or entering forbidden areas inside otherwise public buildings is illegal. Property owners may revoke entry rights, forcing departure. All Titleholders are exempt from this law.
  3. Theft and destruction of property is illegal, including harm on Slaves which are counted as property. Cheating at games is also counted as property theft, unless there is no explicit profit or prize to win in the game in question.
  4. Inflicting non-lethal harm or excessive emotional suffering on others unless in self-defense is illegal. Murder or loss of body parts escalates the crime to Regalian High Law. Titleholders are exempt from this law.
  5. Abducting, imprisoning or enslaving anyone is illegal. Titleholders are exempt from this Law, but only for 3 days following any crime committed against them, and only the criminal can be imprisoned at an Estate.
  6. Possession, use, manufacture or redistribution of Contraband or Monopolized items is illegal. Artifacts are not contraband but are also not classified as possessions and may as such be stolen freely without prosecution.
  7. Subjecting an unwilling person to Mutations, Aberrancy, or Powers is illegal. Furthermore, using Occult Powers outside of the home without permission is illegal. Titleholders are exempt from this Law, but not the Mutations part.
  8. It is illegal to be infected with any type of Occult or Aberrancy that is defined as Apostasy in the Regalian Legal Codes explained further below. Infected individuals must always be cured after arrest and imprisonment.
  9. To conspire to vandalize, deface, or desecrate documented religious sites is illegal. Inciting religious conflict and to attempt to convert Unionists away from Unionism is additionally illegal, but other proselytizing is legal.
  10. To refuse to properly address those of Titleage with their proper Title, unless being of higher Title one’s self, is illegal. Not knowing a proper title is not illegal, but if refused after correction, will result in violating this law.
  11. Attempting to break out of prison, assisting another to break out of prison, or otherwise obstructing guards in their duties is illegal. Titleholders may release Common Law criminals from prison or other punishment at will.

Regalian High Law

Regalian High Law are legal violations that are normally arbitrated by the Regalian Guard, but may also be called upon in a High Trial. A High Trial is a trial involving a Panel of Peers (Titleholders) who decide guilt or innocence, and what punishment should be afforded to the guilty party at a trial. Punishment should never be more severe than a long prison sentence or extended community service/forced labor, and these violations result in maiming or execution only if the Lord Commander of the Guard signs off on it. In normal conditions, a criminal will be judged by the Guard. If the Guard has however not yet judged the Criminal, any Titleholder may call for a High Trial. The process of a High Trial is explained in the Legal Codes further below. Nobody is exempt from any Regalian High Law, except the Emperor and his direct kin. Regalian High Law can be freely changed by the Lord Chancellor.

  1. To sabotage, undermine, or be negligent of State Official Duty, or to commit treason against the Regalian Empire or aid foreign nationals detrimentally to Regalia is illegal. Violating this Law during wartime escalates it to Capital Law.
  2. To be negligent to Noble Expectations, incite to Civil-War or Rebellion, or commit to or encourage separatism is illegal. The definition of Noble Expectations is explained in Regalian Legal Codes further below.
  3. To murder of an individual or many individuals, or to cause mass-death of livestock or wild animals outside of permitted activities is illegal. The amount of murders increases the severity of this law violation and punishment.
  4. To conspire to harm or impede the freedom or functioning of the Lord Chancellor or Lord Commander or Emperor is illegal. Additionally, to publicize critical thoughts and ideas about the Emperor or his rule is illegal.

Regalian Capital Law

Regalian Capital Law is unique in that it cannot be changed by the Lord Chancellor, and is purely changed and enforced by the Emperor and the Imperial Court. Regalian Capital Law is arbitrated by so-called Imperial Inquisitors. The Imperial Court appoints Inquestors to act as solo judges to decide on the punishment of individuals who violate Capital Law. The Regalian Guard or Imperial Guard holds prisoners, followed by a trial set up by the Inquisitor. Maiming and execution are possible for those who violate Capital Law, and permission from the Lord Commander is not required.

  1. To spill blood, damage, or attack Unionist Holy Ground such as Arch-Temples, Temples, and Palaces, is illegal. Additionally, to bear weapons and armor onto buildings defined as Holy Ground of Unionism is also illegal.
  2. To denounce the ultimate authority of the Emperor, to denounce the Emperor’s right to rule all foreign lands, to insult the Emperor or those in line of succession, or to touch the Emperor or those in line of succession is illegal.
  3. To obstruct or assault the Imperial Guard is illegal. Imperial Guard are immune to any and all Laws except Capital Law, and may not be touched or infringed upon by anyone but the Emperor and his direct kin.

Empire Wide Ordinances

Empire Wide Ordinances are technically laws, but they only apply outside of the Regalian Isle, and as such are not wholly relevant to be aware of in Roleplay. These laws are still relevant to know for those engaging in the Progression System however.

  1. All lands with a majority Altalar population may apply the Altalar Judicial System. If both parties in a trial agree to apply the Altalar Judicial System, it may replace the Regalian State Judicial System.
  2. Preventing the free passage of Trade Ships through the Shoenn River, or applying any type of passage tax or fee to unarmed vessels is illegal. Furthermore, applying any fee or tax on State controlled shipping is illegal.

List of Empire Contraband

  1. Opiates or other mind-altering medicine or substances without the legal Anahera stamp or approval are considered contraband. This does not cover home-brew, only the distribution or resale or stockpiling.
  2. Metal-cast Siege weapons such as cannons and bombards and Gunpowder barrels not shipped by House Howlester are considered contraband. Only House Howlester or the Regalian State may distribute these items.
  3. Grains or cereals of any kind, whether milled or raw in any container not for home-use are considered contraband without a House Kade stamp. These substances may only be bought from State controlled enterprises.
  4. Muskete weaponry not produced and granted by the Belliard Guild from Waldmark are considered contraband. Attempts to reverse engineer these items, or reproduce them elsewhere is also illegal.

Legal Codes

Legal Codes exist to cover more complex topics that would be too long to write down into individual Laws. Legal Codes often also create exceptions or additional layers to laws. When it concerns contradictions between Legal Codes and Laws, Legal Codes are always superior.

Legal Code for Guards

The Regalian Guard is permitted to circumvent certain laws when it concerns the proper and decent execution of their duties as Regalian Guard. Any Guard who violates Regalian Law without proper cause, must be removed and then prosecuted by the Lord Commander. The Lord Commander may make any office within the Regalian Guard, and grant them any responsibilities within the Guard. The Lord Commander may be removed by a total vote of the Regalian Guard, if the vote count is 60%+1 vote in favor of removal, after which a 50%+1 vote will be needed to confirm a new Lord Commander. Regalian Guards are permitted automatic Weapon and Armor permits, but may not wear them on Government Property, Offices, or Holy Ground. Government Property and Offices are guarded by the Chancellor’s Contingent Guard, who have the same rights as Guards covered by this Legal Code otherwise.

Legal Code for Knights

Those who are still registered members of Regalian State approved Knighthood Orders, have specific rights granted to them. Knights who have been expelled or are put on leave, will not have the Legal Code for Knights apply to them. The Knight privilege is as follows. Knights are permitted to bear any armor and weapons visibly in public, so long as their Order identity is visible in what they are wearing. This right extends to the outdoors and private space, but not Government Offices and Property, or Holy Ground. Knights may engage in legal Duels within areas designated as combat arenas without being found guilty of harm laws. Any and all Knights must report other knights, even of different Orders, if they violate their Code to the Lord Chancellor who sends the information on to the relevant Orders for arbitration. Finally, Knights must be called Ser if male, and Dame if female.

Legal Code for Weapons and Armor

It is illegal to wear Armor without a permit that is not purely decorative. Decorative armor is established at 25% or less body cover, or having been made of a material that offers no greater protection than cloth. It is illegal for anyone without a Weapon to bear a weapon other than a Rechtshelm, which is a stiletto that can easily be hidden on the body, and can never be longer than 10 inches, requiring concealment at all times. After a permit is granted for either or both, public and non-concealed wearing is permitted. Permits are granted by the Armament Commissioner, which is a position appointed by the Lord Chancellor, as part of the Regalian Government. Permits cannot be granted by the Regalian Guard, however the Lord Commander may revoke Permits for those found guilty of crimes involving their armor and weapons in some capacity.

Legal Code for Contract Law

Contracts when registered with the Regalian State (posted on the Section titled “World System Contracts” on the Forums) are legally enforceable, meaning if one of the parties fails to uphold their part of the contract, the accusing party may call the failing party to Court, which will be arbitrated by the Imperial Inquisitor as part of a Capital Law trial. At court, the accusing party must explain how the failing party did not uphold their contract obligations, while the accused party must explain how the accusation is false, or why they found extraneous circumstances that would allow them to break the contract. The Imperial Inquisitor must then establish if the contract was broken, and whether this was broken unfairly or with due reason. If broken with due reason, the accused is free to go. If unfairly, the State shall be tasked with enforcing the stipulations of the contract. Still refusing to honor the contract shall then be counted as Treason against the State of Regalia.

Legal Code for Occult Ministers

The Legal Code for Occult Ministers covers the right of the Occult Minister(s) to grant additional reprieve for use of Powers, Abilities, Artifacts, Occult or Aberrant or otherwise non-Mundane, in public areas or on individuals. The Occult Minister must ascertain whether any of these things poses a risk to bystanders or the common sanctity and peace of the Empire, and then set specific circumstances or broad application for where they may be used, and where they may not be used. This permit is valid for as long as the Occult Minister is in office, with all permits expiring when an Occult Minister is either fired, relieved, or resigns. Applications for a specialized permit must be forwarded to the Occult Minister, which will always require a face to face meeting.

Legal Code for Noble House Guards

Noble House Guards are individuals retained by Noble Houses to serve for their protection. Noble Houses Guards are specifically hired to not be servants (bringing around food & drinks, helping with household tasks). Noble House Guards are permitted automatic weapon permits but only when in the direct company of the House they are in service of. They are also permitted automatic armor permits, but only lesser armor permits, where 50% of their body may be covered in armor. In any and all cases, if a Noble House Guard is not with any member of the Family they are employed by, these permits are not valid and they may be arrested. Additionally, House Guards may not enter other Noble Estates with Armor and Weapons, unless invited in. House Guards do not need to be approved before hiring, but do need to be registered with the State’s Lifeguard Commissioner, which is a position appointed by the Lord Chancellor. The Lifeguard Commissioner may set additional rights and privileges for Palests (unique personal bodyguards) so long as they do not conflict with other State Laws.

Legal Code for Mercenaries

Mercenaries are given an automatic permit to cover 50% of their body in armor, and open carry weapons (thus both an Armor and Weapon permit), but these permits are only valid while they are either on duty and executing a Mercenary contract, or actively called in by the Regalian Guard or a Noble Family to assist in arresting a criminal. Mercenaries must always step aside if commanded to by Regalian Guards, the Chancellor’s Contingent or Imperial Guard. Mercenaries must at all times only work for legally sanctioned contracts by the Mercenary Commissioner. Mercenaries may keep criminals apprehended in the Mercenary Keep for up to 48 hours for questioning, before handing them over to the Regalian Guard.

Legal Code for Noble Expectations

Nobles, but particularly also Titleholders, have vast sweeping privileges and legal exemptions from the Regalian Law. For example, a Titleholder cannot trespass, allowing them to enter any building not controlled by the Imperial Court or Regalian Government and refuse to leave. These legal protections are however granted in “fair use”, meaning that so long as the Noble or Titleholder is not committing cruelty or tyranny on the people of Regalia, they can fairly continue. If however the actions of the individual are considered tyrannical, obstructive to the peace, or done in poor morality and conscience to the expectations of the Nobility, then other Nobles may call them to court. This functions exactly the same way as a High Trial, where a single Titleholder may try them to court, and the Panel of Peers decides whether the Noble offended the law with ill intent, or with honest and righteous privilege. If the use of privilege to be immune to prosecution was deemed appropriate, the accused is free to go. If the use of immunity was used to inflict tyranny or morally reprehensible intent by judgement of the Panel of Peers, the accused shall be found guilty of the crime and punished appropriately, as if they never even had immunity to begin with. Eminents cannot be tried to High Trial over Noble Expectations under any circumstances. Even if an Eminent is a Titleholder, their Eminent status prevents them from being found guilty of tyranny or morally reprehensible action with regards to legal immunities. This Legal Code confers some additional rights: Nobles may not be hindered from visiting prisoners except when they are Noble prisoners in the Noble cell, Nobles are always immune to checkpoint restrictions and may pass without being searched, Nobles must be treated with respect and not restrained while being arrested if it can be avoided, and finally, any Noble may command a Regalian Guard to escort them to a defined location they are en-route to when meeting this Regalian Guard on the way.

Borough Laws

The City of Regalia has so called Boroughs, which are districts outside of the main city that act like autonomous districts. These districts do not have the standard Regalian Law, rather, they often have their own local laws dictated by the Council or otherwise authority of this autonomous region. This lawbook may be entirely different from the Regalian Law, though many of its laws will still be inspired by Regalian Law.

Crookback Law

Crookback Law is a unique set of bylaws and legislation which applies only to the Regalian Borough of New Crookback. Crookback Law may be freely created and changed by the Crookback Council, and enforced by the Crookback Militia.

  1. Cahalism & Sanguinism is legal in New Crookback.
  2. Removing a denizen of New Crookback to cure them of Cahalism & Sanguinism is illegal, unless unwilling infection is suspected.
  3. Undeadism is legal in the New Crookback.
  4. Any and all restrictions on the use of magic have been removed. Magic, Sorcery, Racial Abilities, and Ritualism are all legal in all capacities in New Crookback.
  5. Associating with & recruiting for criminal organisations in New Crookback is legal.
  6. The Violet Order are no longer barred from entering Crookback, but do so at their own risk.
  7. The pursuit of bounties and warrants by the Violet Order or Mercenaries into New Crookback, outside of those approved by the Council, is illegal.
  8. The kidnapping of the Noble peerage or government official, both foreign and domestic, is illegal in New Crookback.
  9. To bring a Noble or government official, both foreign and domestic, against their will (including the use of abilities to suggest or coerce their will), into New Crookback, is illegal.
  10. To kidnap a citizen of the Empire and hold them against their will within New Crookback is illegal.
  11. Enforcing Regalian Law is illegal for all but the Crookback Militia in New Crookback.
  12. Law protection by civil status is removed. All are treated equal in New Crookback.
  13. To not pay any debts incurred through gambling, bets, or theft of service is illegal and will be subject to collection from the Crookback Militia with proof of debt.
  14. Arson, including attempted arson, is expressly illegal. Anyone caught setting fires to buildings for vandalism purposes will summarily be put to death by the Crookback Militia.
  15. Vandalism on actively worshiped and recognized religious sites is illegal within New Crookback.
  16. It is illegal to force Rokhaalism upon any Sanguine. Explicit consent is required.
  17. Murder and manslaughter are illegal in New Crookback.
  18. Adding an unknown mind-altering substance to a drink is illegal in New Crookback.
