Occult Law

Occult Law defines all laws relating to Magic and Magic-related activities including but not limited to Demons, Arken, and Arkenborn. This page is part of Regalian Law, a category page that contains links to all legal documents in roleplay. This page also refers to terms and concepts from the Magic page, so refer to this if Magic is unclear.

Magic Learning

Magic Learning is legal insofar this covers the learning of Magic. While many Elven States legislate specific Magic Schools as legal or illegal, Regalia simply defines all Magic under one umbrella, regardless of School. Private and public ownership of learning materials relating to Magic are otherwise completely allowed and can be actively taught to citizens of the Regalian Empire for coin or service. The state has some non-functional civil codes that encourage citizens to seek assistance from the Aelrrigan Order when learning Magic, but none of these are legally binding and are not considered punishment-worthy in case a citizen does not seek that assistance. However, materials not strictly of Magic School learning, but on Demon Summoning and Binding are illegal.

Magic Usage

Magic usage is currently considered illegal outside of private property, except for those who have a legal reprieve or exception to the law. Magic cast out on the street or in nature is strictly illegal with prison punishment a usual prescribed punishment, though law enforcement usually lets a Mage off with a slap on the wrist or a fine if the Magic wasn't obnoxious, dangerous, or exaggerated. Business properties rest somewhere in the middle - it is illegal to cast Magic in public buildings by default but the business tenders or owners may grant a reprieve to allow Magic usage in their spaces. The following members of society are exempt from this law:

  • The Aelrrigan Order Knights and Squires and their training sessions.
  • Court Mages in official employ to the Noble Houses.
  • Priests, but only when using Magic on their temple grounds.

Magic Activity

Some activities of Magic are strictly illegal with the punishment of prison time regardless of who engages in them:

  • Any Magic that would produce or further enhance the economic benefit of value created from nothing. For example, magically summoning objects for sale and then exchanging them for goods and services is strictly illegal.
  • Any Magic that would interfere with the minds of citizens of Regalia by violating consent and bodily autonomy and right to sanctity in one's mind, or otherwise render someone incapable of normal thought by Magic, is strictly illegal.
  • Any Magic that would interfere with a civil trial, either to be proposed to be used as evidence, used to deter or destroy evidence, or otherwise render a judgment null and void is strictly illegal.
  • Any Magic that would circumvent normal economic, legal, or civil procedures, such as summoning money to pay fines, using Magic to escape prison, or using illusions to skip waiting lines is strictly illegal.
  • Any Magic related to Curses in terms of placing them or weaving them except curing them is illegal. This also includes any form of teaching them or encouraging cursing, which leads to imprisonment.

Supernatural entities

Regalia has several laws on supernatural entities. It is well understood that it is nearly impossible to verify any law violation to this effect unless a citizen openly discusses their crime with other citizens, so these laws are usually broken quite frequently.

  • Arken are strictly illegal to engage with, deal with, or otherwise bargain with.
  • Death Gods are strictly illegal to engage with, deal with, or otherwise bargain with.
  • Evolist Gods are strictly illegal to engage with, deal with, or otherwise bargain with (worshiping them is allowed, however).
  • Demon Duke summoning is strictly illegal in its entirety, even to those who are mere spectators.

Arkenborn

There are currently no laws specifying a particularly positive or negative treatment towards Arkenborn. It is not legally allowed to discriminate against them in job opportunities or otherwise, however, this still frequently happens. This section does not include any laws but remains in the Law Book for posterity's sake because the State continues to threaten with newly imposed restrictions if they do not show good behavior.

Artifacts

Magical Artifacts are under a so-called neglect clause, meaning that they have no legal status in the Regalian Empire and can be freely stolen, swindled, or bought and sold. This law goes so far as to say that any violence or criminal acts incurred reasonably, such as physical assault but not Demon summoning, to acquire or seize an artifact will not be legally held in court or observed by state law enforcement. In essence, if a citizen owns an artifact, any crime that is committed against them for stealing said artifact is their responsibility and artifacts cannot be protected by property law. Any excess collateral damage may be prosecuted, however, and Aelrrigan Knights still prosecute inadmissible artifact ownership. The legal code is vague on purpose about what this means, as this is largely settled in-Character.

Demons

Engaging with, summoning, binding, or in any other way talking to or socializing with Demons is strictly forbidden and they must always be considered enemies of the state. Any form of demonic possession is illegal. There are a couple of so-called legal exceptions based on the Civil Code, however:

  • Suvial: Citizens who bear Suvial heritage on their citizen records are allowed to Bind and own Demons due to past and present services in the removal of Demon infestations across the Empire. Their bound Demons may not roam freely away from their binder, and must always remain by their side. They are also responsible for what the Demon does if it starts breaking the law even while they are present.
  • Draconism: Citizens who have the Draconist faithful distinction are allowed to Bind and own Demons due to a legal amendment passed recently in line with their faith. Their bound Demons may not roam freely away from their binder, or other Draconists escorting them across the city, however, they are allowed to roam freely in areas designated as Draconist Temples, the Sanctuary & sewers, Dragon Sites, and travel between these places without escort. Crimes committed by Draconist Demons are considered the communal responsibility of all Draconists, and any random Draconist will get grabbed on the street to stand trial in case the Demons misbehave, with the right of other Draconists to join them in standing trial.
  • Evintarians: Evintarian Unionists are allowed to Bind and own Demons due to a legal amendment passed recently in line with their faith. Their bound Demons must be bound in faith to Unionism and present more humanoid than Demonic. If they do not comply, they are restrained in their freedom of movement like Draconism-owned Demons. Otherwise, they may roam freely, except inside Unionist Temples, and may be expelled from private property if the owner indicates a desire to have them removed from the premises to which they must comply. When an Evintarian Bound Demon misbehaves, the Demon must be executed (insofar that is possible), unbound, and banished.
