The Regalian Government is the vast judicial, bureaucratic and executive apparatus that runs the Regalian Empire, and the Regalian Commonwealth at large. The Regalian Empire is, surface and population wise, the largest Empire known on Aloria proper, while also maintaining the largest known government system to run the entire Empire into the smallest detail. With the succession of the latest Emperor, Cedromar I, the government was restyled into what was referred to as The New Model Government. This reform was initiated due to the ever failing bureaucracy centered around State Councils, an ancient tradition left behind from centuries ago and dating all the way back to the Regalian Kingdom. The Regalian Government features so called Curias, meaning Courts in Proto-Regalian. These Curias have authority and power within their own jurisdiction, and are all integral parts that make up the greater whole of the the Regalian Government. Each individual Curia has a number of unique positions which all have unique rules associated with them, as well as rights and duties. Below each individual Curia will be explained, as well as all information required to function therein. All positions within the Curia Militum, Curia Regis and Curia Leges, can only be directly appointed by the Crown (and Undercrown). Either of these individuals can be approached for an appointment. Positions in the Curia Salutem can only be appointed by the Crown directly (with an advisory role for the Grand Steward & Undercrown) and positions in the Curia Sanchelle can only be directly appointed by the Supreme Reverend.

Curia Cordis

The Curia Cordis is the central body of the Regalian Empire and the Imperial Seat. Most positions inside the Curia Cordis are not attainable for anyone but the Royal Family of Regalia, though some favorite positions are open to those who are able to climb the ranks of the Emperor's close favorites. These positions are generally described as some of the most prestigious positions in the entire Empire, because they are certainly the closest to the Crown's favor.

The Crown is the undisputed head of the Regalian Empire and of the Unionist faith. The Crown must always be a descendant of Emperor Theomar the first, and must always be male. Due to the elective inheritance act of 304 AC, the heir must also be chosen by the previous Emperor through an election process called the Tahn which involves a theological debate between the Crown and the Supreme Reverend on the matter of necessity.

  • The Crown has indisputable absolute authority over the Empire.
  • The Crown acts as the religious head of the Sancella of Union.
  • The Crown is unassailable, meaning criticism is not permitted.

Undercrown of the Empire

The Undercrown by Crown consent, can rule as regency over the Crown, and where necessary, be granted executive power to rule parts of the Empire in the Crown’s stead. This position is currently elective and appointed directly by the Emperor.

  • Complete Law Immunity.
  • Has complete Imperial Authority, meaning they can command anyone inside the Empire to do anything, though cannot create laws.
  • Has Imperial Regency Right, meaning they can rule the Empire in the absence of the Crown.
  • Complete freedom of movement inside and around the Imperial Palace.
  • The Undercrown is unassailable, meaning criticism is not permitted.

The Princes are formally part of the succession line of the Crown, meaning this is a list of all eligible heirs to the throne at any given time. Preference is always given to the Crown Prince, after who all other Princes receive numerical titles to identify their importance to the elective succession.

  • Has complete Imperial Authority, meaning they can command anyone inside the Empire to do anything, though cannot create laws.
  • Complete freedom of movement inside and around the Imperial Palace.

Familiaris are so called individuals who are familiars or extended family of the Crown. This means they are either married into, adopted, or otherwise honored by the Crown as favorites. Additionally, this list will also contain Imperial Consorts and Effleur Estate members. This means that they have freedom of movement in and out of the Imperial Palace, but also extended privileges to the law and finances. This position can only be attained by becoming a personal favorite of the crown, in the simplest terms, the Emperor's friend. The Emperor may bestow this rank onto individuals that have done him great personal services, or that he simply likes a lot because of other reasons.

  • Immune to the law bar from violence and murder. They can still be arrested for excessive violent actions against other citizens.
  • Freedom of movement inside and around the Imperial Palace. They are still not permitted free entry to the closed Imperial Chambers.
  • Instant Weapon and Armor permit for the Regalian Capital, though neither may be worn into the Imperial Palace.
  • Familiaris have political preference, meaning the Crown is far more likely to appoint them to offices when they apply for them, even if they are not super qualified.

Curia Militum

The Curia Militum is the Military Court of the Regalian Empire, meaning that all parts of the Regalian Navy and Regalian Army are subject to this section of the government. Authority wise, the Lieutenant-Generals are the highest authority within a Mark Army, which is a professional standard army paid for by the state. They effectively command the Field Commander that serve under them, though can also make a personal appearance on the battlefield where necessary. A Lieutenant-Admiral is the highest authority in a specific Navy Armada, a fleet of a large number of warships commanded by individual captains and rear-Admirals. A Mark or Armada without either Lieutenant-General or Inspector-Admiral will default back to the Army structure, meaning in the absence of either, the Board of Admirals will supervise the Mark and Armada. Applications to either office are processed by the Undercrown of the Regalian Empire who has more information on the qualifications. That being said, the positions can be suspended, granted and blocked by the Emperor at any time. Misuse of power will lead to a Military Tribunal to apply justice against military individuals.

The Grand Marshal is the highest authority within the Regalian Armed Forces and unofficially commands all units. In practice however, the many Lieutenant-Generals and Lieutenant-Admirals operate on their own as long as they don't have overruling orders from higher up.

  • This position cannot be applied for or granted in any way and will always be held by von Treppewitz.

The position of Militum Elector acts as a military fail safe in case the civillian government makes inept military appointments. If such a situation is the case, the Militum Elector can block an appointment of a Military Leader.

  • This position has no additional rights and does not need to be appointed at any time. It may also only be appointed by the Emperor.

Nobilis Elector

The position of Nobilis Elector acts as a military fail safe in case the Noble Levies makes inept military decisions. If such a situation is the case, the Nobilis Elector can, with Imperial Authority, command the Noble Levy Armies to stand down from an engagement, or to attack something specifically.

  • This position has no additional rights and does not need to be appointed at any time. It may also only be appointed by the Emperor.

The Hohemark Lieutenant-General oversees a so called Offence-Mark Army, which are purely intended to act as the spearhead during an offensive against another state when full war is declared.

The Westmark Lieutenant-General oversees the so called "Occident-Theatre", which encompasses the continents of Daen and Fendarfelle.

Imperial Standard Lieutenant-General

The Imperial Standard Lieutenant-General oversees the so called "Grand Defense" which is the continental region of Corontium, but more specifically the Regalian Archipelago. The Imperial Standard never leaves the Regalian Archipelago and always acts as the last line of defense against any incursions.

The Frontier Armada oversees the offensive capabilities of the Regalian Navy, supporting an offensive doctrine meant to wipe out enemy fleets and use superior firepower to establish control over coastlines. This fleet is generally able to deploy in any part of the world and is generally also the heaviest armed out of all fleets.

The Grand Armada acts as the home defense fleet to ensure no foreign incursions can occur by landing troops on the Regalian Archipelago. It can usually be found patrolling around the Archipelago while using a vast network of pyre beacons to alert of an impending invasion. This fleet can however also sail out elsewhere into the world in case of an emergency.

The Crown Armada is mostly a supporting fleet that supports the Frontier Armada wherever it cannot directly be. As a supporting fleet, it also often escorts transport movements of the Marks, and is generally smaller than the other fleets.

Curia Regis

The Curia Regis is the essential decision apparatus of the Empire, the managing autocrats in their respective focus field that manage the Financial, Logistical, Foreign Relations or Information Brokering of the Empire. The Curia Regis are often also referred to as the Ministers, or the Ministry in general. They essentially take state managing decisions in fields where the Emperor has delegated them away to capable and learned individuals. The Imperial Bureaucracy at large is subservient to the Curia Regis, meaning that the Ministers and Consuls all have an army of Bureaucrats at their disposal to do the tedious work for them. There can only ever be one Minister per Reichsrat, while three Consuls should support a Minister, though the number of Consuls can be any number less than three. While the Curia Regis has responsibility over numerous fields that make other Curias dependent on them, failure to comply to the wishes of the other Curia's isn't always a crime, and won't always put the blame with the Curia Regis, if carefully executed. For example, of an Army leader asks for an increase in finances to support the troops on campaign, the Logistic Reichsrat can commission the Finance Reichsrat to comply with the financial expansion. It is then entirely up to the Financial Reichsrat to decide whether to agree, or to disagree. This means that any position in the Reichsrat can become a powerful political tool. Generals can be denied extra funds due to a family feud, and if carefully executed, the General can in fact be blamed for the situation for demanding too much money, or being careless with military maneuvers.

The Finance Reichsrat is the ministry of finance that oversees the allocation of finances, as well as the set levels of tariffs, taxes and other financial incomes or expenses of the Regalian Empire as a whole. The Reichsrat is led by a Minister, who is served by the Consuls. The Consuls within the Finance Reichsrat compose financial plans, as well as receive requests and notifications from other Reichsrats, before submitting them to the Minister for final review and implementation.

  • Finance Reichsrat members must not be members of a Financial or Trade Guild.
  • Members of this Reichsrat have Minor Law immunity, meaning the guards will sometimes turn a blind eye to minor offences.
  • The Minister of the Reichsrat has freedom of movement in and out of the Palace's public areas.
  • Members of this Reichsrat have a free weapon, but not an armor permit.
  • The Minister is expected to submit major changes to the Noble Managers for processing.

The Logistic Reichsrat is the ministry of logistics of the Empire, which oversees the supply needs of the Regalian armed forces, or more specifically that of the Lieutenant-Generals. The Logistic Reichsrat is in charge of ensuring that all military forces have their supplies accounted for, as well as their finances in order. The Logistic Reichsrat thus balances the troops, artillery, cavalry, but also the Armada ship assignment and the overall quality of the army. They are however reliant on the Finance Minister to fund their expansions of the Military.

  • Members of this Reichsrat have Minor Law immunity, meaning the guards will sometimes turn a blind eye to minor offences.
  • The Minister of the Logistics Reichsrat may not be directly related (brother, sister, son, daughter, father, mother, married) to a Lieutenant-General.

The State Reichsrat is essentially the Foreign diplomatic office of the Empire. The State Reichsrat largely involves itself with making deals and contracts with foreign nations, as well as planning for the beginning and ending of wars. They would arrange safe passage for armies through neutral states, and partially govern the semi-autonomous states of the Empire. In many ways, the Minister and Consuls exist to deal with diplomatic crises or situations that arise due to the work of the other Curias.

  • Members of this Reichsrat have Minor Law immunity, meaning the guards will sometimes turn a blind eye to minor offences.

  • The Minister may not declare war without approval of the Crown or Undercrown, though may devise a political plan for it.

The Wisdom Reichsrat is a bit of a strange Reichsrat in that it does not deal with internal paperwork of the Empire, but rather just exists to gather information about foreign nations. The Wisdom Reichsrat has a wide network of informants in foreign states that assist in creating a clearer picture of the local military forces. The Minister has the most teams available, while the consuls also have individual teams available to themselves.

  • Members of this Reichsrat have Minor Law immunity, meaning the guards will sometimes turn a blind eye to minor offences.
  • Members of this Reichsrat have a free weapon, but not an armor permit.

Curia Leges

The Curia Leges which is more generally referred to as the Judiciary in the Empire, is the central body that ensures the proper administration of Regalian Law across the Empire. With the Hoherichter or Grand Justicar at its head, individual members have controlling authority over various sectors of law enforcement as well as the legislation in general. The Hoherichter creates laws, while the consuls advise and draft proposals, all with the Unionist Creeds and the moral needs of society in mind. Furthermore, Inspectors have their authority in ensuring that the various law enforcement and military forces around the Capital City function correctly and in line with State Law. The Hoherichter is unofficially the leader of all other members of the Curia Leges, but has no real control over the military inspectors beyond an advisory role. The Curia Leges is also not directly involved with any other Curia beyond just an advisory role.

The Hoherichter is the highest legal officer in the Judiciary of the Curia Leges. The Hoherichter receives law proposals from the Amtsrichters, and decides to implement them. Additionally, the Hoherichter can also change Empire and individual State laws at will. The Hoherichter also ensures the correct functioning of the Judiciary, as well as acting as a last resort court in case a Noble Family wishes to dispute the judgement of a Amtsrichter, or relieve them of their position.

  • The Hoherichter has the free ability to change any State Law (they cannot touch Canon Law or Imperial Law)
  • The Hoherichter has a free weapon, but not an armor permit.
  • THe Hoherichter may accept so called Higher Court accusations, meaning to contest the judgement of an Amtsrichter, to re-trial an already concluded trial as a last resort judgement.

The Amtsrichters are the elder justicars of the Empire, meaning they are schooled and versed in the matter of Imperial, Empire, Canon and State Law. These individuals are the primary leaders of court trials, both for commoners as well as nobles. Additionally, they may draft law change proposals to submit to the Hoherichter.

  • Amtsrichters may accept so called Court accusations from either commoners or Nobles and then preside over such a trial as judge.
  • Amtsrichters write so called Law Predicts, documents in which they advise the Hoherichter to change, remove, or add a law, pending the Hoherichter's approval.

The Landesgericht Inspector is the legal controller and inspector of the Regalian Guard Force. The Regalian Guard Force, unofficially also referred to as the Bluesteel Order, is a rotating unit of off-duty soldiers that take employ in the capital to guard the capital against criminal elements. The Landesgericht Inspector has executive authority over the guards, meaning he or she may command them to do anything within the authority of the guard command structure, such as patrolling, guarding and arresting. The Landesgericht Inspector furthermore is in charge of also dismissing guards who violate their duties and rights, and potentially also court martial guards who violate military conduct inside the military.

  • The Inspector has an instant weapon and heavy armor permit.
  • The Inspector has lower law immunity, meaning the guards may turn a blind eye to minor offences.

Freisöldner Inspector

The Freisöldner Inspector is the legal controller of the Mercenary forces in the Regalian Empire. This person is in charge of both recording the employment and presence of Sellswords, as well as ensuring that sellswords who violate the contracts or code of conduct get punished.

  • The Inspector has an instant weapon and heavy armor permit.
  • The Inspector has lower law immunity, meaning the guards may turn a blind eye to minor offences.

Kaperflotten Inspector

The Kaperflotten Inspector is the legal controller of the Privateering forces of the Regalian Empire. The Kaperflotten Inspector orders the Privateers in service of the Empire against specific theaters.

  • The Inspector has an instant weapons permit, but not an armor permit.
  • The Inspector is immune to collateral laws with regards to dealing with criminals, meaning that they cannot be prosecuted for making deals with criminals as long as the decision serves the good of the Empire. The criminals with who they make deals however, are still liable for prosecution.
  • The Inspector can be persecuted for causing devastating and unwanted diplomatic conflicts.

Curia Salutem

The Curia Salutem are the closest advisors and positions one can attain near the Emperor, some of which are extremely involved and intimate with the Crown himself. These are separate from the Regalian Government yet still semi part of the general government due to their relation with the Crown. As such, the Undercrown cannot get involved with any appointments or dismissals, at least directly, though may still advise on some of the offices. Additionally, if no Steward is present, offices may only be appointed directly by the Emperor, after a letter of recommendation has been sent in. If a Steward is present, they may recommend an appointment to the Emperor.

The Grand Steward is like the Minister of the Curia Salutem. They rule the Curia Salutem by appointing and dismissing the other members (as long as the Emperor does not personally get involved) and in general trendlines manage the agenda and personal communications of the Emperor. This means that all communication between the Nobility and the Emperor has to pass through the Grand Steward before it reaches the ears of the Emperor.

Grand Chamberlain

The Grand Chamberlain is a very intimate position held by a person close to the Emperor as the Grand Chamberlain is responsible for the Emperor’s personal care, including but not limited to waking, clothing, washing, preparing drinks and serving the Emperor’s general whims when required in court life and when the Emperor is not out on military campaign. The Chamberlain also enforces Court Etiquette towards the Emperor during public and private appearances.

Keeper of Justice and Peace

The Keeper of Justice and Peace acts as the Imperial Court’s highest Judge who is sent out to deal with Imperial Inquests ordered directly by the Emperor. An Imperial Inquest rarely happens, but when it does, supersedes any Judiciary judgement and has the right to overrule any such judgement in court. Additionally, the Keeper of Justice and Peace is the only position that has the ability to suspend or alter the stipulations of the Feudal contract between Noble and Emperor, meaning they are the only Legal body of authority capable of suspending Noble Rights in the Emperor’s name.

Keeper of the Black Privy

The Keeper of the Black Privy is the Emperor’s personal communications officer not related to the official lines of communication supported by the Grand Steward. This means that the Keeper of the Black Privy maintains contact with the Principal Secretary, and acts as a middle man, having also the authority to command and receive reports from the Black Hand and Black Order and to decide what should reach the Emperor.

Keeper of the Effleur

The Keeper of the Effleur is a position held by the person deciding who is best suited for a membership of the Emperor’s Effleur Estate, ranging from artists, musicians, painters, entertainers, singers, but also paramours and intellectuals. The Keeper of Effleur is largely responsible for ensuring that Court Entertainment is in peak condition.

  • Has Law Immunity only suspend-able by the Crown
  • Is permitted to ignore Imperial Protocol

Curia Alius

The Curia Alius is an additional Court government group that serves the Emperor closely, but is more somewhere between regular Government Officials and the Emperor's closest confidants, meaning the positions are easier to acquire, and lose. These positions often provide additional services to the Emperor, but in most cases tend to spend more time among the common people and the Nobility of Regalia than actually being in the near presence of the Emperor. While all of them have a direct line of communications with the Emperor, they are not part of the inner court and do not have unlimited access to the Palace.

The Custodian Bellator is the court provider of gladiators for the Emperor’s personal entertainment and training. As such, they manage both the court warriors, but also the Emperor’s personal training partners and challenge tiers, where they set up court gladiators to fight for the Emperor to watch, and to allow the highest ranking court gladiators to challenge the Emperor himself to provide the Emperor with the best possible training regiment.

  • Has expanded Weapon and Armor rights

  • Is permitted some freedom in terms of law enforcement when it comes to public violence

The Custodian Lener is a state provider of lease property, controlling a number of properties around the city which can be lent out to groups or individuals. The Custodian Lener can hand any property on a permanent or temporary base to any person with no limitations as long as they can provide some stringent explanation as to why it serves the Empire’s best interests.

Custodian Adherents are also commonly just called Court Adherents, which are individuals that perform menial tasks for the Royal Family like sending a letter, communicating a certain plan, or simply collecting parcels and talking to a certain someone. They aren’t quite servants in the way that they don’t do tasks in the Emperor’s personal retinue, but they aren’t quite Black Hand informants either in that most of what they do is non-violent or non-secret.

  • Has no-obstruction right during their errands, meaning to obstruct them is a crime

Custodian Librarian

The Custodian Librarian is the individual in charge of the Imperial Archive and the Royal Library. They can borrow out books from the Palace to individuals, and may, with approval of the crown, lobby for someone to either borrow or make insight into one of the forbidden literary pieces that are stored in the Imperial Library, secret knowledge either arcane or mundane that the public does not have access to.

Keeper of Bestia

The Keeper of Bestia is the highest position anyone can have to represent the non-Humanoid-like races, which includes any race that is not Ailor, Ch’ien-ji, Qadir, Dwarf or Songaskian. They are to gather the complaints and sentiments of these lesser races, and communicate them directly to the Government or the Emperor where applicable.

  • Is permitted to ignore/question Imperial Protocol with regards to Non-Human Unionist views

The Keeper of Health is the Emperor’s personal physician, which is both a very intimate, but also very dangerous position. The Keeper of Health is privy to the Emperor’s health issues, but under an oath of secrecy, any fault or error in administration of healthcare can result in dire consequences for a failing physician. Alternatively, the Keeper of Health is also in the unique position to administer Alchemical concoctions to the Emperor for good health, or ill will.

The Keeper of the Arcanum is the Emperor’s personal Court Magician, a mage that has a great range of freedom, but also acts as the Emperor’s personal advisor on all matters pertinent to Magic, Demons and the Void and Exist realms. The Keeper of the Arcanum can also appoint three lesser Arcaners, which have similar rights and positions as advisors and servants to the Emperor’s prime advisor on Magical matters.

  • May cast any form of magic and use any magical device within certain limitations of reason-ability
  • May do the above anywhere and any time aside from Regalian Law Enforcement institutions and the Palace

Keeper of the Bailiwick

The Keeper of the Bailiwick is a position very similar to the Keeper of the Justice and Peace, but has a more nuanced role. The Keeper of the Bailiwick is simply a constant vigilant eye to ensure that all those within the Curia Salutem and the Curia Alius behave according to the lawful regulations set forth by the Emperor, and that none are excessively abusing their position, or being seduced to corruption.

  • Has expanded Weapon and Armor usage rights
  • May, in case of an emergency if a Palace member has gone rogue, command any military Charter or Guild

Curia Sanchelle

The Curia Sanchelle is a semi-government organization mostly based from inside the Sanchelle of Unionism. These positions are held in the leadership of the State Church, but are not necessarily held only by Clergy, meaning anyone even a commoner or a military noble could in theory hold these offices. In practice however, the Supreme Reverend is likely only appoint very pious individuals of his personal approval. Appointment for these offices can only go directly through the Supreme Reverend.

The Supreme Reverend is the highest office held in the Sanchella of Union and cannot be appointed or removed by anyone but the Emperor or old age. The Supreme Reverend oversees all the lesser Secretaries, but aside from their own prerogative, also has the power of all of them combined, though usually delegates this authority down to the Secretaries.

Secretary of Writs

Vacant

The Secretary of Writs is in charge of managing the Writs of Sin, the accusations of sin to the Unionist Faith against anyone in the Empire. Writs of Sin don’t have a legal standing, meaning someone who is marked will not automatically end in jail, but Writs of Sin mark one as a “Bad Unionist”, causing all kinds of social disadvantages. The Secretary of Writ can either issue Writs independently, or on orders of the Supreme Reverend, which are then pinned to the Tavern notice board.

Secretary of Finance

The Secretary of Finance of the Curia Sanchelle takes care of allocating finances given by the state to its various social projects. The Sanchella of Unionism is largely responsible for the majority of the social projects across the empire, but does not generate enough finances to support these themselves, thus relying on money from the government.

Secretary of Helerium

Vacant

The Secretary of Helerium is the supreme Commander of the Helerian Guard in large numbers. This means they could in effect serve as their own Lieutenant-General, or they could choose to attach the Helerian Guard to any other Military leader or Armed Force. The Helerian Guard is largely responsible for the safeguarding of Sanchella interests in the Empire however, and this authority is shared with the Supreme Reverend, though both can command the Helerian Guard independently also.

Secretary of Law

Vacant

The Secretary of Law is the supreme Commander of the White Order and the Religious Prosecutions issued by the Sanchella of Union. This means the Secretary of Law is mostly in charge of Canon Law creation, as well as exercising this law on individuals who are charged with a religious trial by the Sanchella. The Sanchella cannot necessarily compel a person to appear to trial, but these trials are often deciding factors in Writs of Sin, and as such, these trials are often adhered to.

Finances of the State

The state has massive numbers in finances. Most of these numbers are calculated and moved around daily by lowly bureaucrats who work at the Regalian Bureaucracy, while the Financial Reichsrat deals with the absolute numbers. Any movement on the budget from one source to another, will result in social, economical or even cultural impacts that cannot always be foreseen. In order to function correctly, all Financial workers receive an essentials ledger which contains all the relevant financial data of the state, both the total expenses and income sources. It is assumed that on this essentials ledger that the state always breaks even. That is to say, the state does not earn or spend more than the other, meaning the state effectively aims at a zero or very slight profit each year that is negligible to the point of not being mentioned. The Emperor may at any time change the Financial demands of the civilian government, and may also at any point start altering numbers himself.

Applying to Govern

Applying to govern can be done by sending a so called Letter of Appraisal to the Imperial Court, directly addressed to the Crown or Undercrown. This letter must be done in the uptmost respect to the Crown, but it is essentially a letter of advertisement to sell the writer as the most qualified person for the applied position. The letter should start with proper deferential address to the Imperial Holiness (or Undercrown Majesty), followed with a paragraph detailing where the writer is applying for. After the initial opening, the writer should spend as much time as they can detailing their qualifications as well as reasons as to why they would be suitable for a position.

Trivia

  • New Curias can be created, though only by the Crown.
  • Not all Curias need to specifically have five unique offices. The Crown is just a bit eccentric and likes symmetry.
  • Unlike the previous State Councils, the individual Curias cannot be disbanded collectively. This means that the central government can never truly "fall" unlike has happened in the past, because only faulty parts of the government will shut down while the functional parts remain effective.
